CONSULTANCY SERVICES FOR AN INDEPENDENT VERIFICATION AGENCY FOR THE ENERGY SECTOR RECOVERY DISBURSEMENT LINKED INDICATORS

The Government of the Republic of Ghana represented by the Ministry of Energy and Green Transition has received financing from the World Bank towards the cost of the Ghana Energy Sector Recovery Program (GESRP). The funding is meant to support the implementation of action items under the Energy Sector Recovery Program (ESRP) and aims to achieve financial recovery in Ghana's energy sector by 2027. The Ministry of Energy and Green Transition (MoEn&GT) intends to apply part of the proceeds towards payments under the contract of Consultancy Services for Independent Verification Agency (IVA) for the Energy Sector Recovery Disbursement Linked Indicators (DLIs).

The Ministry intends to procure the services of an agency to independently verify the achievement of the DLIs related to the energy sector under the GESRP. The objective for this assignment is to engage the services of an IVA to independently verify the achievement of the six power-sector-related DLIs as specified in the GESRP.

The assignment is expected to cover an implementation period of thirty-seven (37) months.

The Ministry of Energy and Green Transition now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested consulting firms should:

  • Provide statutory documents and certifications
  • Provide evidence of relevant experience
  • Demonstrate to have performed similar assignment in the last three years
  • Provide information on the requisite technical and managerial capability
  • Provide evidence of working in the West African Sub Region.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017, August 2018, 4th Edition November 2020, 5th Edition September, 2023 and 6th Edition February, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: as per paragraph 3.17 of the Procurement Regulations. Any false declaration will result in disqualification.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method set out in the Procurement Regulations. Further information can be obtained from the address (2) below during office hours 0900 to 1600 hours local time from 22nd August – 1st September, 2025.

Interested consulting firms must submit a hard copy (one original and four photocopies) and a soft copy (on a flash drive) of expression of interest. The expression of interest must be delivered in a written form and in person, by mail, or by e-mail to the address (1) below not later than Friday, 5th September, 2025. Expressions of interest should be clearly marked “Expression of interest for Consultancy Services for Independent Verification Agency (IVA) for the Energy Sector Recovery Disbursement Linked Indicators (DLIs)” and the name of the Program “Ghana Energy Sector Recovery Program (GESRP)”.

Only shortlisted firms shall be contacted and issued with request for proposals.
