CONSULTANCY SERVICES FOR TANROADS’ CAPACITY STRENGTHENING – ENGAGEMENT OF OCCUPATION HEALTH AND SAFETY EXPERT FOR THE IMPLEMENTATION OF ENVIRONMENTAL AND SOCIAL MANAGEMENT PLANS (ESMP) AND HEALTH AND SAFETY MANAGEMENT PLAN (HSMP); TENDER NO. AE/001/2024-25/HQ/C/80

The Government of Tanzania has received financing from World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP) and intends to apply part of the proceeds “Consultancy Services for Tanroads’ Capacity Strengthening – Engagement of Occupation Health and Safety Expert for The Implementation of Environmental and Social Management Plans (ESMP) and Health and Safety Management Plan (HSMP)’’

The Consulting Services (“the Services”) in order to ensure sustanaible implementation of road developments and Airport projects in relation to the World Bank Envirpnmental social Frame work (ESF) in a particular, the world Bank environmental social standards , TANROADS has set aside funds to finance recruitment of the social Expert to support TANROADS-PIT to implement requirement of the environmental and social commitment plan (ESCP) for the Tan Tip project.

The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works and Transport hereby invites Applicants to show their interest in delivering the Services described in the Terms of Reference.

This Request for Expressions of Interest is open to: Individual Consultants

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience:

Education

Minimum Degree in Environment Science, Environmental Engineering, Geography and environment science, Sociology, Social work, Community Development or related discipline from recognized universities.

Diploma or professional certificate in Occupation Health and Safety (NOSHC I&II) or Technical Field Risk Assessment or Qualification in First Aid will be an Added advantageRegistered health professional in Occupational health and safety standards such as ISOs or OSHA or any internationally accepted standards will be an advantage

Professional experience

He/she must have at least six (6) years cumulative experience in Addressing the Occupational Health and safety Challenge of high risk related to construction Works.

He/she must have working experience as occupational health and safety expert in demonstrating the knowledge and application of the World, ESSs, WBG EHS and OSHA Guidelines for implementation of occupation health and safety management plans in at least two (2) infrastructure project similar nature;

He/she must be served in similar capacity for implementation or supervision of contractors specific environmental and social management plan (ESMP) Health and safety management plan (HSMP) and sub-related plans in at least three (3) infrastructures projects similar,

Computer literacy with competency in word processing, spreadsheet and slide show programs.

Language and regional experience requirements

Must have a working experience of at least three (3) years in developing countries and in particular East Africa. The candidate shall have a full working proficiency of written and spoken English and Kiswahili are Mandatory

Government employees under Short-terms or Permanent Contract need not apply, as they are not eligible to participate in the selection process. Expressions of Interest from government employees will be eliminated from the selection process.

The attention of interested individual consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition September, 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition September, 2023 (“Procurement Regulations”).
