This Invitation for Expression of Interests follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) No. WB-P2140286-09/24 of 24th September 2024

The Tanzania Rural and Urban Roads Agency has received a Credit from the World Bank (WB) towards the cost of Consultancy Services for Capacity Strengthening of TARURA – Engagement of Procurement Specialist under Dodoma Integrated and Sustainable Transport (DIST) Project and it intends to apply part of the proceeds of this Credit to cover eligible payments under the contract for Consultancy Services for Capacity Strengthening of TARURA – Engagement of Procurement Specialist under Dodoma Integrated and Sustainable Transport (DIST) Project.

The Tanzania Rural and Urban Roads Agency now invites proposals from eligible Individual Local and Individual Foreign to indicate their interest in providing the services which include Consultancy Services for Capacity Strengthening of TARURA – Engagement of Procurement Specialist under Dodoma Integrated and Sustainable Transport (DIST) Project. Procurement Specialist will work for a Contract of 730 days which will be renewable upon satisfactory performance.

Interested Individual Local and Individual Foreign must provide information indicating that they are qualified to perform the services by submitting updated Curriculum Vitae (CV), descriptions of similar assignments, experience in similar conditions, and relevant skills. Interested individual consultants must also submit financial proposals through the NeST.

The detailed Terms of reference (TOR) for the assignment are available on the following website www.nest.go.tz. The Consultants will be required to register on the www.nest.go.tz to be able to participate in this selection process.

Interested Consultants are requested to submit your expression of interest, and detailed Curriculum Vitae (CV) through the system by 25/09/2025 at 2:00 PM hours local time.

The opening of CVs shall take place immediately after the deadline for submission through NeST.

An Individual Consultant will be selected in accordance with the procedures set out in the Public Procurement Act, Cap. 410.

CV’s will be evaluated on the basis of the criteria shown in the Request for Proposal. Only individual Consultant ranked first in the evaluation shall be engaged (depending on their availability) to carry out the assignments during the financial year 2025/2026.

Any request for clarification with regard to this assignment shall be addressed through NeST not less than five (5) days before deadline for submission. The Client shall respond to clarifications received within three (3) working days from the date of receipt of query.

Expressions of Interest/proposals not received through NeST shall not be evaluated irrespective of the circumstances
