(CONSULTANCY SERVICES)
DODOMA INTEGRATED AND SUSTAINABLE TRANSPORT PROJECT (DIST) – PROJECT ID: P176623
CONSULTANCY SERVICES FOR ENGAGEMENT OF THE CONTRACTS MANAGEMENT EXPERT TO SUPPORT IMPLEMENTATION OF DODOMA INTEGRATED AND SUSTAINABLE TRANSPORT PROJECT. TENDER NO; AE/001/2025-26/HQ/C/88
- The Government of the United Republic of Tanzania has received a credit from the World Bank towards the cost of Dodoma Integrated and Sustainable Transport Project (DIST) and intends to apply part of the proceeds of this credit to cover eligible payments for consultancy services for engagement of the Contracts Management Expert to support the implementation of the project.
- The Consulting Services (“the Services”) shall include monitoring and handling all contractual aspects related to payments, variations, claims and disputes and advising the Project Manager on appropriate actions to be taken by TANROADS. In particular, the Contracts Management Expert will be required to undertake inter alia the following tasks: Procurement and Pre-Contract Services, Verification of Quantities in the Bills of Quantities and Adequacy of the Procedures for Measurement of Works, Review of Payments and Project Cost, Review Variation Proposals, Claims and Disputes and Projection of Project Cost.
- The Contract Specialist will monitor adherence to conditions of contracts in controlling the project cost, by consultants and contractors to enable execution and completion of DIST infrastructure within the agreed cost, time frame and quality. The timeframe for the execution of this assignment is 2 years.
The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works hereby invites Applicants to show their interest in delivering the Services described in the Terms of Reference.

This Request for Expressions of Interest is open to: Individual Consultants.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience:
Education:
- Degree in Civil Engineering, Construction Management, Project Management, Transportation Engineering, Quantity Surveying, Procurement or Law from recognized universities.
- Master’s degree in Civil Engineering, Highway Engineering, Engineering Management, Construction Economics, Construction Management, Project Management, Transportation Engineering, Quantity Surveying, Procurement or Law will be an added advantage.
Professional experience:
- The Contracts Management Expert must be a registered Professional Engineer, Chartered Civil Engineer and/or Procurement and Supplies Professionals and Technicians Board.
- He/She must have worked in a similar capacity in at least two (2) projects of similar nature and magnitude over the last ten (10) years
- He/She must have a working experience in at least two (2) donor-funded projects and be conversant with contracts implementation using FIDIC conditions of contract (red and yellow book 2017).
Language and regional experience requirements:
- He/She must have a minimum working experience of at least three (3) years in developing countries; and
- He/She must be proficient in written and spoken English.
The Individual Consultant will be selected in accordance with procurement method set out in the World Bank Procurement Regulations for IPF Borrowers, Seventh Edition, September 2025 (Procurement Regulations)
The attention of interested Individual Consultants is drawn to Section III, paragraphs, 3.15, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 7th Edition, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
