REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) UGANDA INVESTING IN FORESTS AND PROTECTED AREAS FOR CLIMATE SMART DEVELOPMENT (IFPA-CD) PROJECT PROJECT ID NO:170466 CREDIT NO:6592-UG ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR DESIGN, PREPARATION OF COSTED BOQS AND UNDERTAKING ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT FOR CONSTRUCTION AND SEUPERVISION OF ROADS IN SELECTED FOREST RESERVES (REFERENCE NUMBER: NFA-IFPA-CD/CONS/23-24/00018 UG-NFA-423429-CS-CQS DATE OF ISSUE:22ND AUGUST, 2024 • The Government of Uganda (GOU) represented by National Forestry Authority has received financing from the World Bank towards the cost of the Investing in Forests and Protected Areas for Climate Smart Development (IFPA-CD Project), and intends to apply part of the proceeds for consulting services.
The project is being implemented by the Ministry of Water and Environment (MWE, Lead Agency), the Uganda Wildlife Authority and the National Forest Authority with the involvement of the Ministry of Tourism, Wildlife and Antiquities in tourism-related activities. 2. The consulting services (“the Services”) include Consultancy services for design, preparation of costed BOQs and undertaking Environmental and Social Impact Assessment for construction and supervision of roads in selected Forest Reserves for a duration of twenty four (24) months.
The objectives of this assignment is to prepare designs, BOQs and Environmental and Social Management Plans (ESMPs) for all weather climate resilient access forest roads to cater for the current and future needs of the users with minimal interference of the surrounding environment within the reserve in the project area and also to supervise road construction works and ensure compliance with site specific Environmental and Social Management Plans (ESMPs). 3. - The National Forestry Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are: 1) Relevant experience of the firm on atleast 5 assignments of similar nature and scope worth Ugx 300,000,000 in the last 5 years in the Sub-Saharan Africa Region (Copies of contract agreements and completion certificates should be attached). Of these, atleast 2 (two) should have been through World Bank or other development partner financing. 2) The firm’s organogram demonstrating the availability of key experts that is to say Team leader (Highway/Roads Engineer), Drainage Engineer/Hydrologist, Bridges/structural Engineer, Measurements Engineer/Quantity Surveyor, Soils &Materials Engineer, Environment Specialist, Land Surveyor, Sociologist and Resident Engineer.
- 10 years general experience of the firm in design and supervision of Construction projects (copies of contract agreements and completion certificates should be attached). The Qualification and experience of Key Experts will not be evaluated at the shortlisting stage. 5.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 6. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy.
In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 7. A Consultant will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) Method set out in the Procurement Regulations available at www.worldbank.org/procurement.
