REQUEST FOR EXPRESSIONS OF INTEREST (REoI) (CONSULTING SERVICES –CONSULTING) Country: Kingdom of Lesotho Project: Public Sector Foundations for Services Delivery Project (P174171) Loan No. : 74920 -LS Assignment Title: Consultant to Develop Corporate Identity and Corporate Identity Manual for Lesotho Public Procurement Authority (LPPA) Activity Reference No.: LS-MOFDP-491820-INDV The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received credit financing (Loan No.: 74920-LS) from the World Bank towards the cost of the Public Sector Foundations for Service Delivery and intends to apply part of the proceeds for Consultant to Develop Corporate Identity and Corporate Identity Manual for Lesotho Public Procurement Authority (LPPA). (“the Services of the consulting firm will be required to complete the assignment in two (2) months and the consulting should ensure full consistency with Terms of reference.

Interested Individual consultants/firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: • Relevance and suitability of core experience and qualification of the individual consultant with the subject assignment OR business area of the consulting firm and its team, with the subject assignment. • The consultant must have successfully completed at least three (5) corporate identity and corporate manual preparation and design services within the past 5 years. • The consultant should have a minimum of 5 years of experience in providing corporate marketing and /or corporate identity design services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with Open Competitive Selection of Individual Consultants method as set out in the Procurement Regulations. Expressions of interest must be delivered in a written form as follows: • 1 Original and five (5) hard copies • 1 Soft Copy or Submissions should be send in person by 14th August 2025.
