TANZANIA FOOD SYSTEMS RESILIENCE PROGRAM (TFSRP)

REQUEST FOR EXPRESSIONS OF INTEREST

TANZANIA FOOD SYSTEM RESILIENCE PROGRAM-LOAN No. 73320

PROVISION OF CONSULTANCY SERVICES FOR DEVELOPING GREEN GROWTH AND CARBON FINANCING ROAD MAP IN CROP SUB-SECTOR, TANZANIA MAIN LAND.

TENDER No. 43/2024/2025/C/12

  • The Ministry of Agriculture has received financing from the World Bank toward the cost of the Tanzania Food System Resilience Program (TFSRP) and intends to apply part of the proceeds of this financing to cover eligible payments under the contract for consulting services for Developing Green Growth and Carbon Financing in Crop sub-sector, Tanzania Main Land.
  • The consulting services (“the Services”) includes to;

i. Identify and prioritize opportunities for emission reductions and carbon sequestration within the agricultural sector, based on feasibility, potential impact, and alignment with national and international climate goals. Conduct Assessment of the economic viability and technical feasibility of potential carbon finance projects, including soil carbon sequestration and methane capture.

ii. Conduct a comprehensive assessment of greenhouse gas emissions from Agricultural activities, including crop production, land use change, and agroforestry practices’ Identify and quantify key emission sources, emission trends, and drivers of emissions within the agricultural sector.

iii. Analyze the carbon finance landscape relevant to agriculture, including carbon markets, certification schemes, funding mechanisms, and pricing dynamics. Identify opportunities for participation in carbon offset programs, carbon credit trading, and other carbon finance initiatives.

iv. Engage with key stakeholders within the agricultural sector, including farmers, agricultural organizations, government agencies, financial institutions, and civil society. Facilitate stakeholder consultations, workshops, and meetings to raise awareness, build capacity, and foster collaboration on carbon finance initiative.

v. Conduct an analysis of existing agricultural policies, regulations, and incentives related to carbon finance and emissions mitigation. Provide recommendations for policy alignment or reform to support carbon finance initiatives and create an enabling environment for sustainable agricultural practices.

vi. Develop financial models to assess the economic viability of emission reduction projects and carbon finance opportunities within the agricultural sector. Prepare business plans, investment proposals, and funding strategies to attract financing for carbon finance projects apart from TFSRP.

vii. Facilitate and provide training and capacity building support to farmers, agricultural practitioners, government officials, and other stakeholders on carbon finance mechanisms, project development, monitoring, reporting, and verification (MRV), and sustainable agricultural practices. Develop training materials, guides, and workshops to build awareness and enhance technical skills in carbon finance and climate-smart agriculture

viii. Facilitate project implementation, monitoring, and reporting, ensuring compliance with carbon finance standards and requirements.

ix. Facilitate in documenting project activities, lessons learned, and best practices to contribute to knowledge-sharing and capacity-building efforts.

x. Disseminate project results and findings through reports, case studies, workshops, seminars, and other communication channels to inform stakeholders and promote replication of successful approaches.

xi. Establish mechanisms for monitoring progress and evaluating the effectiveness of carbon finance initiatives within the agricultural sector, including defined indicators, data collection methods, and reporting mechanisms. Conduct regular assessments of project performance and impact to track progress toward emission reduction targets and climate resilience goals

  • The assignment will be undertaken as stated in the TOR. The total duration for the entire assignment shall be Thirty Six (36) months from the contract signing date. The estimated level of effort is (144) months professional staff-months. The detailed Terms of reference (TOR) for the assignment are available on the following website https://www.kilimo.go.tz.
  • The Permanent Secretary Ministry of Agriculture now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are;

(a) The Firm must demonstrate experience in undertaking similar exercise in magnitude and value at the National or International level.

(b) The Firm with previous experience working with at least one (1) World Bank or development partner.

(c) The Firm with a strong background in Carbon finance, including experience with Carbon markets, Carbon offset projects presenting supporting document of at least Three (3) projects of similar nature executed by the Firm within the previous Ten (10) Years.

(d) The Firm must demonstrate experience working with farmers, agricultural cooperatives and extension services is highly desirable.

(e) Firm must demonstrate track record of highly quality values services, gender responsiveness, free from any form of human discrimination and corruption free as per National and International standards regulations.

(f) Firm must demonstrate working experience in collaboration or ready to collaborate with National carbon Monitoring Center (NCMC) in this assignment

  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  • Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm.
  • Consultant will be selected in accordance with the Quality and Cost-Based selection (QCBS) method set out in the Procurement Regulations.
