REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Consultancy Services for the Development and Deployment of a Monitoring and Evaluation Management Information System (M&E MIS)

- The Government of United Republic of Tanzania has received financing from the World Bank towards the cost of Tanzania Food Systems Resilience Program (TFSRP) and it intends to apply part of the proceeds of the financing to cover eligible payments under the contract for the consulting services.
- The consulting services (“the Services”) include:
i. Study the project appraisal document, results framework, M&E plan, and other key documents to familiarize with the information needs and required data formats.
ii. Hold consultative meetings with TFSRP PMT and TFSRP M&E focal points of implementing agencies to clarify the system and data needs.
iii. Prepare an inception report that explains the consultants understanding of the client’s data/information needs, including the framework/architecture of the system design and hardware requirements.
iv. Undertake a system design development and testing against the set objectives and specified client’s data needs.
v. Develop a user guide and conduct training for the system administrator and all TFSRP M&E focal points on use of the system. And then use the training lessons and experiences to improve the user guide.
vi. Roll out the system at MAINRL, while checking elements of usability (user friendly), controls and confidentiality, among other aspects of a quality a good and functional system.
vii. Implement 1 year user support for effective functionality of the system and document experiences and lessons of developing the system and recommend required adjustments/ improvements if necessary.
- The Ministry of Agriculture, Irrigation, Natural Resources and Livestock (MAINRL) Zanzibar now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The total duration for the entire assignment shall be five (5) months from the contract signing date. The shortlisting criteria are:
i. Core business of the firm and years in business
ii. The firm should be registered by recognized professional boards.
iii. Experience on similar assignments in the last seven (7) years
iv. The technical and Managerial capability of the firm (provide only the structure of the organization, general qualifications and number of key staff. Do not provide CVs of staff. key experts will not be evaluated at the shortlisting stage.
- The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2023 – Fifth Edition setting forth the World Bank’s policy on conflict of interest.
- Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV.
- A Consultant will be selected in accordance with the Consultant Qualification-based Selection (CQS) method set out set out in the Procurement Regulations
