Assignment Title: CONSULTANCY SERVICES FOR ENERGY SECTOR PLANNING, LEGAL POLICY AND REGULATORY STRENGTHENING

  • The Government of South Sudan through Ministry of finance and planning received funding from World Bank to Support South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST) and its being implemented by the Ministry of Energy & Dams, and intends to apply part of the proceeds for consulting services.
  • The consulting services (“the Services”) aims to deliver a coherent and implementable package of electricity sector laws, regulations, and planning instruments that can be adopted and applied by the Government of South Sudan within the framework of the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST). The Consultant shall provide integrated advisory services covering the preparation of legal, regulatory, and sector planning instruments for the electricity sector.

  • The Ministry of Energy & Dams now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
  • The shortlisting criteria are:

a). Core business and years in business: The firm shall be registered/incorporated as a consulting firm with core business in the field of Energy Sector Planning, Legal policy and Regulatory Strengthening frameworks/consultancy for a period of at least 10 years.

b). General experience:

i). Must have successfully carried out at least three (3) assignments of similar nature and scope for Energy sectors in developing countries. Information of the previous assignments to be provided should include name of assignment, name and full contact address of the client, tasks performed by the consultant under the assignment, assignment value (in equivalent US dollars), period (dates) of execution of assignment and recommendation from the clients

ii). Submission of at least two technical reference documents produced in previous similar assignments demonstrating the consultant’s relevant technical expertise and deliverables.

c). Specific experience:

The consultant should demonstrate hands-on experience in the following:

  • At least one integrated energy sector reform (legal, regulatory, and planning frameworks not necessary the same assignment)
  • At least on successful developed Electricity sector legal and policy indicating where it is being implemented.
  • At least one successful implementation of Regulatory framework design (tariffs, licensing, grid codes, standards) and where it is being implemented.
  • At least one successful Power sector planning and electrification strategy development and where it is being implemented

d). Technical and managerial capability of the consulting firm: The firm shall demonstrate as having the requisite technical capacity including relevant equipment, tools, software etc. and managerial capacity to undertake the execution of Energy Sector Planning, Legal policy Framework and Regulatory Strengthening in the submitted company profile(s).

Key Experts will not be evaluated at the shortlisting stage.

  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised September 2023, fifth edition (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest
  • Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  • A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
  • Expressions of interest must be delivered in a written form to the address below in person or by e-mail by 12:00 noon (Local time) Friday 15th May 2026
