REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTANCY SERVICES FOR THE DEVELOPMENT OF AN IMPLEMENTATION COMPLETION AND RESULTS REPORT FOR THE CITIZEN CENTRIC JUDICIAL MODERNISATION AND JUSTICE SERVICE DELIVERY PROJECT

  • This request for expression of interest follows the General Procurement Notice for this Project that appeared in the United Nations Development Business (UNDB) No. 1738 of 09th June 2022.
  • The Government of the United Republic of Tanzania, through the Judiciary of Tanzania (JoT), has received a credit from the International Development Association (IDA) financing from the World Bank towards the cost of the Citizen-Centric Judiciary Modernization and Justice Service Delivery Project, and intends to apply part of the proceeds for consulting services.
  • The consulting services (“the Services”) involve The Development of an Implementation Completion and Results Report for the Citizen Centric Judicial Modernization and Justice Service Delivery Project. The assignment will assess the project’s relevance, design, implementation, outcomes, efficiency, and sustainability, as well as document lessons learned and recommendations for future reforms. The total duration for the entire assignment shall be about 90 days.
  • The detailed Terms of Reference (TOR) is available online on NeST - https://www.nest.go.tz. Consulting firms will be required to register on the NeST to be able to participate in the expression of interest process. All request for clarification should be sent through NeST and the client will send Responses to Clarifications through NeST - https://www.nest.go.tz and email notification will also automatically be sent to those consulting firms which have started working on this request for expression of interest. The consulting firms will be responsible for ensuring that any addenda available on the NeST is also downloaded and incorporated.
  • The Judiciary of Tanzania now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested eligible Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
  • General Experience: The firm should have at least five (5) years’ experience in project management, Project assessment, monitoring, and evaluation of projects preferably in governance, justice, or public sector reform.
  • Specific Experience: Proven track record in preparing ICRs or equivalent end-of-project reviews for government or donor-funded projects. A firm must have demonstrated capabilities of undertaking execution of the works of a similar nature, value and volume through at least 2 similar assignments.
  • Local Condition Experience: Familiarity with Tanzanian public institutions and the justice sector as demonstrated through similar assignments performed.
  • Technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications and number of key staff). Do not provide CV of the key staff as Experts will not be evaluated at the shortlisting stage.
  • The attention of interested Consulting firms is also drawn to Section III, paragraphs, 3.14, 3.16 and 3.17, of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  • The Consulting firm may associate with other firm(s) to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the Sub-Consultants shall not be evaluated to enhance the qualification of the Lead Firm or JV.
  • The Consulting firms will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the Procurement Regulations.
  • Interested eligible consultants may obtain further information through Nationale-Procurement system (NeST)
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.
  • Expressions of interest must be submitted online through NeST - https://www.nest.go.tz on or before 14:00 Hrs Local time on 29th October 2025. The Expression of Interests will be opened promptly thereafter through NeST. The System would not allow any late submission of expression of Interests. The Client shallnot be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notify the Consulting firms of any updates, the Client shall not be liable for any information not received by the bidder. It is the Consultants’ responsibility to verify the website for the latest information related to this selection process.
