SOUTH SUDAN – EASTERN AFRICA REGIONAL TRANSPORT, TRADE AND DEVELOPMENT FACILITATION PROGRAM (SS-EARTTDFP) REQUEST FOR EXPRESSIONS OF INTEREST (REOI) For an Independent Safeguard ManagementFirm to provide Consultancy Services to support the Implementation and Monitoring of Resettlement Action Plan (RAP) and Environmental and Social Management Plan (ESMP) Country: Republic of South Sudan Project: South Sudan – Eastern Africa Regional Transport, Trade and Development Facilitation Program (SS-EARTTDFP) Project ID No.: P131426 Credit No.: 5363-SS Reference: Proc- RTTDFP/S-PMT/2015/QCBS/SS-KR1.20 January, 2016 • This Request for Expressions of Interest follows the general procurement notice for this project that appeared in UNDBon March 7, 2013 and other Regional News Papers [The Citizen on 1st March, 2013 and The Standard on March 1st, 2013]. The Government of the Republic of South Sudan (GRSS) has received fundingfrom the International Development Association (IDA) for the ProposedSouth Sudan – Eastern Africa Regional Transport, Trade and Development Facilitation Program (SS-EARTTDFP), and intends to apply part of theproceeds for the payment for Consulting services to Support the Implementation and Monitoring of Resettlement Action Plan (RAP) and Environmental and Social Management Plan (ESMP) • The services are expected to be carried out tentatively over the duration of twelve (12) months. • The Ministry of Transport, Roads and Bridges now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is as follows: a. Experience in studies, Review, implementation and monitoring of Resettlement Action Plans (RAP), Environmental Social Management Plans (ESMP) and Environmental Social Impact Assessment (ESIA) rreports in general and or in the transport sector with at leastthree (02) similar assignments in the last five (5) years. b. Experience in developing and/or post conflict environment; and c. The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CV of staff.) • Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The nature of association, whether it is a joint venture or a subconsultancy, should clearly be stated. In case of joint venture the firm leading the joint venture should be mentioned. • The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World BankBorrowers dated January 2011 (Revised July, 2014) ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest • A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDACredits & Grants by World Bank Borrowers dated January 2011 (Revised July 2014) – Quality and Cost Based Selection (QCBS). 7.
