Issue Date25th June, 2026The Government of Malawi, through the Ministry of Education, Science and Technology (MoEST), is developing the Malawi Foundational Learning Program for Results (MFLP) with support from the Global Partnership for Education (GPE) and the World Bank. The Program seeks to improve foundational learning outcomes by increasing access to pre-primary education and improving learning environments and teaching skills in lower primary educationAs part of the Program's commitment to increasing access to pre-primary education and improving learning environments and teaching skills in lower primary education, the Ministry intends to engage a qualified consulting firm to provide consultancy services for Improved Teaching Content, Practices and Supervision System.The consulting services (“the Services”) will provide technical assistance (TA) to strengthen Continuous Professional Development (CPD), teacher supervision systems, pre-service teacher training, and quality assurance of literacy and numeracy curricula and Teaching and Learning Materials (TLMs) for P-Class and Standards 1–3.The assignment will involve:The consulting firm of education specialists with a team leader will undertake the following key tasks:• Review and strengthen the CPD framework, content, procedures, and training materials for national, district, zonal, and school-level implementation.• Develop innovative CPD approaches including e-CPD content and tracking system for teachers and teacher educators.• Develop a comprehensive supervision system and school support tools including Teacher Observation Tool; piloting and refinement.• Review pre-service teacher training for foundational literacy and numeracy and recommend for reforms.• Review literacy and numeracy curricula and TLMs for P-Class and Standards 1–3 to assess alignment, pedagogical quality, inclusiveness, and usability.• Produce reports, frameworks, guidelines, and recommendations for implementation.The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.The Ministry of Education, Science and Technology now invites eligible Consulting firms to indicate their interest in providing the Services. Interested firms should submit updated Curriculum Vitae (CV) and relevant supporting documents for their team leader and educations specialists demonstrating that they have the required qualifications and experience to perform the Services. The firm shall have a team leader and specialists in the following desirable areas:• Specialist for CPD Reform• Specialist for Review/Design the Supervision System and Teacher Observation Tool• Specialist for Review of Pre-Service Teacher Training Foundational Learning• Specialist for Review of the revised literacy curricula, TLMs for STD 1- 3 as well as the P-class curricula and learning materialsRequired Qualifications and Experience for Specialists in the Firm• Qualifications of a Master’s degree or PhD in Education relevant to CPD reform, supervision systems, pre-service teacher training, foundational literacy, foundational numeracy, and leadership;• At least 5 years demonstrable experience in similar assignments,• Proven experience in education sector reforms, teacher professional development, curriculum development, supervision systems, and foundational learning;• Experience working in Sub-Saharan Africa, preferably in resource-constrained contexts.• Excellent report writing, communication, and presentation skills, with the ability to synthesize complex information into clear, actionable outputs.• High level of professionalism, independence, and ability to work collaboratively under tight timelines.• Fluency in written and spoken English.• The detailed Terms of Reference (TOR) for the assignment can be obtained from the address given below.The Ministry of Education, Science and Technology now invites eligible consulting firms to indicate their interest in providing the Services.
