REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL SELECTION)

Contract Name: Consultancy Services for procurement of Individual consultant clerk of works (COW) for construction supervision service for supervision of new construction of the four (4) District Magistrate Courts at (Makunduchi, Kijichi, Kinduni and Nungwi) under the Judiciary Modernization Project

(Zi JUMP).

Issue Date: 7th January, 2026

The Government of United Republic of Tanzania represented by Revolutionary Government of Zanzibar under the Judiciary of Zanzibar has received a credit from the International Development Association (IDA) in the amount of US$ 30 million towards the cost of Zanzibar Judicial Modernization Project (Zi – JUMP), and intends to apply part of the credit proceeds for payment under the contract for procurement of individual consultant for clerk of works (COW) for construction supervision service for supervision of new construction of the four (4) District Magistrate Courts at (Makunduchi, Kijichi, Kinduni and Nungwi).

Some specific tasks to be performed for contract period of 12 months, will include but not be limited to the following:

  • The Clerk of Works shall maintain a regular and effective site presence during active construction periods. Where works are ongoing, the Clerk of Works shall attend site on a daily basis and make sure that the Contractor complies with the Contract documents and maintains quality.
  • The Clerk of Works shall collaborate with the Consultant to verify that all works are executed in full compliance with the approved drawings, specifications, BoQs and contract requirements.
  • To familiarize oneself with all relevant drawings and written instructions, check and use them as references when inspecting the work.
  • To understand the working drawings and report to the employer on any queries, discrepancies, or variations.
  • To ensure that the works are done with good quality in accordance with the specifications and instructions of the Project Consultant.
  • To ensure that measurements and samples on site are appropriately taken for the work done and materials used meet the specifications and quality required.
  • To bring any shortfalls observed to the attention of the employer and any party concerned through the agreed mechanisms.
  • To keep records and reports of work progress, conditions of covered works and those in Progress, material quality, events, and all information necessary for proper evaluation of Contractor’s Performance.
  • To liaise with the Consultants in all matters regarding the works to enable the smooth running of the project.
  • To make sure that the Contractor keeps the work in good order, records of site weather, Environmental Social Health and Safety Safeguard issues, and any other events, minutes of coordination morning/evening brief meetings held at the site, a list of materials delivered to the site and list of visitors, progress reports, and samples for Employer/Consultant approval.
  • The Clerk of Works will be tasked with verifying the completeness and accuracy of the project checklist and with monitoring safeguards compliance, including environmental, social, health, and safety requirements on a weekly basis in accordance with the project standard.
  • To perform any other duties as may be appropriately assigned by the Employer.
  • To participate in monitoring and verifying all test and commissioning activities, ensuring that all quality control tests done by the contractor, including Concrete strength tests, reinforcement tests, water/mechanical tests, block quality tests, and any required tests (not limited to HVAC, fire detection and suppression systems, fire pumps, plumbing systems, sewage treatment plants, electrical systems, ICT and security systems) as instructed by the Employer/Consultant, are conducted in accordance with project standards.
  • To check and make sure the compliance with EDGE requirements according to the given EDGE checklist. In collaboration with the consultant, to verify installation of all EDGE-related design measures in accordance with the approved EDGE documentation. To maintain photographic and written records of EDGE measures and coordinate with the EMU to support construction-stage compliance and certification.
  • To prepare weekly and monthly site reports and send them to the employer for records and safekeeping in a format to be agreed upon.
  • To participate in all technical, site, and management meetings and provide report(s) afterwards.
  • The role of the Clerk of Works is not limited to observation; it includes active verification of workmanship, materials and installation quality. Where deviations or non-compliance are identified, the Clerk of Works shall notify the consultant and Client
  • The Clerk of Works shall verify that system-specific O&M manuals are complete and that basic operator training has been provided prior to certification of completion and handover.

The Judiciary of Zanzibar now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information indicating that they are qualified to perform the services (CV’s, description of similar assignments and experience in similar conditions).

Selection will be based on qualifications and experience stipulated below:

  • Bachelor’s degree in Civil /Structural Engineering from a recognized University or equivalent institution.
  • Must be registered as a Professional Civil/Structural Engineer with the Engineers Registration Board or any recognized professional board.
  • Must have at least 10 years of cumulative working experience in Building Construction Projects.
  • He/She must have served as a Clerk of Works or Site Engineer, or Resident Engineer in at least three multi storey building (G+3) construction project(s) within the last 10 years.
  • Must be fluent in the spoken/written English language.
  • The candidate should be eligible and have no Conflict of Interest as per the Bank's Procurement Regulations.
  • Must be a person of proven honesty and integrity with no criminal record, result-oriented, and proactive.

The attention of interested individual Consultants is drawn to Section VII, paragraphs, 7.36, 7.37, 7.38 and 7.39 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated Sixth Edition February 2025, setting forth the World Bank’s policy on conflict of interest. SUPERVISION OF NEW CONSTRUCTION OF THE FOUR (4) DISTRICT

COURTS UNDER THE JUDICIARY MODERNIZATION PROJECT (Zi JUMP).

  • INTRODUCTION
  • The Government of the United Republic of Tanzania has received financial assistance from the World Bank for the Zanzibar Judicial Modernization Project (Zi Jump), which will be implemented by the Judiciary of Zanzibar for a period of five years from 2024 to 2029. The Zi–JUMP is being developed to enhance the accessibility, efficiency, and transparency of selected citizen-centric judicial services in Zanzibar. The project has three components, including access to justice services, court efficiency, and citizen and stakeholder engagement. The Judiciary of Zanzibar (JoZ) currently suffers from outdated infrastructure, which limits access, efficiency, transparency, and innovation.
  • To address these issues, Zi-JUMP plans to construct 4 new DMCs Buildings at Makunduchi, Kinduni, Kijichi, and Nungwi, 1 Integrated Justice Center (IJC) at Tunguu, and renovate two (2) existing court buildings at Mahonda and Wete. Therefore, the Judiciary is intending to engage a Clerk of Works who will be stationed at the site on behalf of the client to supervise the daily works to ensure that the client’s interests are protected and value for money is attained. The Clerk of Works will work closely with the Judiciary Technical Staff under the Head of Estate Management Unit (HEMU) to fast-track decision-making, so that the projects are completed on time.
