ET-ERA-529354-CS-QCBSThe Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Horn of Africa Initiative: Regional Economic Corridor Project (Addis – Djibouti Corridor) and intends to apply part of the proceeds for consulting services.The consulting service (“the Services”) is to conduct a comprehensive iRAP assessment of the 675.7 km Addis-Djibouti Road Corridor to evaluate safety and identify life-saving infrastructure improvements. The assignment involves developing a customized Ethiopia Road Assessment Program framework and performing detailed road surveys using iRAP-accredited equipment to capture video and GPS data. Additionally, the consultant will collect supporting data on traffic volumes, speeds, and georeferenced crash records to generate star ratings and a Safer Roads Investment Plan (SRIP) through the ViDA software system. The project concludes with a feasible action plan, feasibility studies for safety engineering interventions, and a series of stakeholder workshops to ensure the recommendations are practical and evidence-based.The services will be conducted over a period of 12 Months (twelve months) from the date of effectiveness of the contract (after an issuance of a letter of commencement).The detailed Terms of Reference (TOR) for these assignments are available on the ERA website alongside this REOI. Interested applicants may also obtain a copy of the TOR at the address provided at the end of this notice.The Ethiopian Roads Administration (ERA), acting as an implementation agency on behalf of the Federal Democratic Republic of Ethiopia, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Key experts will not be evaluated at the shortlisting stage.The following criteria will be used to assess the Expression of Interest documents:• Company Establishment [regarding its Areas of Expertise, Core Business, and Year in the Business]• Technical and Managerial Organization of the firm• Number and diversity of permanent personnel related to the service• Experience completed similar service contracts in the role of prime consultant, JV member, Sub-consultant or management consultant for at least the last ten years:• Familiarity, knowledge and experience in the region (in Ethiopia and other Sub-Saharan countries) are an advantage.The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s PROCUREMENT IN INVESTMENT PROJECT FINANCING, Goods, Works, Non-Consulting and Consulting Services, Sixth Edition, Issued February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.A consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
