Open / International The Ministry of Justice, Constitutional and Religious Affairs (MJCR) has received financing from the World Bank toward the cost of the Managing DigitaL Economy and Governance Project (EDGE) and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include design, produce, and implement a national-scale mass communication and institutional visibility programme that raises awareness, educates citizens, and promotes inclusive participation in the National Campaign for Civil Registration and Identification. • The overarching objectives of this consulting assignment are to: • Deliver coordinated above-the-line (ATL) strategic communication activities at national level. • Ensure visibility of social, gender, and safeguards under the Project EDGE. • Strengthen public perception of Government leadership in digital governance and civil registration. • Provide comprehensive communication materials and tools for both national and community use. • Support continuous media monitoring, message consistency, and evidence-based reporting. • Estimated implementation period. |

Ten (10) months The Ministry of Justice, Constitutional and Religious Affairs (MJCR) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: • • Minimum ten (10) years of experience in mass communication and creative-media production for large-scale social or behavioural campaigns. • Proven record of implementing multi-language national campaigns (Portuguese + 5 local languages such as Xichangana, Cisena, Ciyao, Echuwabo and Emakhuwa). • Demonstrated messages/contents capacity in television, radio, outdoor, print, SMS and digital media management. • Experience working with government institutions and international development projects. Key Experts will not be evaluated at the shortlisting stage. On the basis of the expressions of interest received, the shortlist shall include not fewer than five (5) and not more than eight (8) eligible firms. If the number of qualified firms meeting the shortlisting criteria is less than the minimum of five (5), the World Bank may agree to shortlists comprising a smaller number of firms. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations. This Request for Expressions of Interest (REoI) includes the following documents: • Terms of Reference (TOR) for the assignment.
