The Federal Government of Somalia Somalia National Bureau of Statistics REQUEST FOR EXPRESSIONS OF INTEREST -REOI COUNTRY: Federal Government of Somalia -FGS NAME OF PROJECT: Somali Integrated Statistics and Economic Planning Capacity Building Project -SISEPCBP PROJECT ID: P507108 Grant No.: IDA-E4050 Assignment Title: Consultancy firm to support MICS Listing Operation and Data Collection Reference No.: SO-MOPIED-470933-CS-QCBS Place of assignment: Mogadishu, Somalia The Somalia National Bureau of Statistics (SNBS), through the Federal Government of Somalia (FGS), has received a grant from the International Development Association (IDA) to implement the Somali Integrated Statistics and Economic Capacity Building (SISEPCB) Project.
The proposed project aims at strengthening the country’s national statistics system, the monitoring and evaluation (M&E) system, and improving programming and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly assess, analyze and improve their public policies and programs performance and results. More specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity.
The proposed project will be funded jointly by the World Bank and other development partners. The Federal Government of Somalia kicked off the preparation of the National Transformation Plan (NTP) for the period 2025-2029. This strategic framework aims to steer Somalia towards sustainable development, economic stability, and long-term prosperity.
The NTP’s overarching goal is to provide a strategic roadmap for Somalia’s socio-economic transformation. It aims to identify and implement key interventions necessary for sustainable development, fostering inclusive growth, and ensuring a coherent approach to overcoming development challenges. MICS7 is set to offer vital data for baseline indicators for key health and demographic indicators in the NTP.
These indicators include infant and child mortality and morbidity, child health, marriage, fertility, gender-based violence, and the availability and accessibility of water and sanitation services, among others.The detailed Terms of Reference -ToR for the assignment can be found at the following website: https://nbs.gov.so/vacancies/ or https://sisepcbp.nbs.gov.so/jobs-tenders/ or can be provided upon submission of application in person or by e-mail. The SNBS now invites eligible firms to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services -brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The short listing criteria are as follows: • Core business of the firm and at least 10 years in business.(general experience in household survey implementation). • Experience of conducting similar assignments (at least 5 years’ specific experience in the conducting similar surveys including CAPI based data collection, analysis, report writing and visualization.
Experience in World Bank financed assignments of similar nature will be an added advantage. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources. • Experience of relevant services in an environment similar to that of Somalia; and • The technical and managerial organization of the firm. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020, September 2023 and Feberuray,2025 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
