REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL SELECTION)

Issue Date: 9th October, 2024

The Government of United Republic of Tanzania represented by Revolutionary Government of Zanzibar under the Judicial of Zanzibar has received a credit from the International Development Association (IDA) in the amount of US$ 30 million towards the cost of Zanzibar Judicial Modernization Project (Zi – JUMP), and intends to apply part of the credit proceeds for payment under the contract for procurement of individual consultant services for PROCURING THE MONITORING AND EVALUATION (M&E) SPECIALIST.

Under the immediate supervision of the JRDU Coordinator, the M&E Specialist will perform the specific tasks but not be limited to the following:

  • Develop a Monitoring and Evaluation Framework and Plan.
  • The Specialist will design, and roll out a robust M&E framework for Zi-JUMP that includes clear objectives, performance indicators, data collection methods, and reporting schedules, ensuring they are culturally appropriate and context-sensitive. This will also include designing appropriate reporting templates for Zi-JUMP, consistent with the WB reporting requirements.
  • Conduct Capacity Building for JoZ Staff on Monitoring and Evaluation.
  • In collaboration with the Director of Human Resources, the Specialist will conduct an M&E needs assessment for the JRDU, SO Owners, and JoZ M&E staff, identify M&E capacity-building needs; and provide relevant training to address the capacity gaps.
  • Prepare Monthly, Quarterly, Semi-Annually, and Annual Reports for Zi JUMP.
  • Working collaboratively with JRDU and SO Owners, the M&E specialist will coordinate the preparation of project progress reports and lessons learned for internal and WB use based on the agreed reporting templates and frequency. This will also include working closely with the Public Relations Unit to identify and document project success stories.
  • Conduct JoZ Evaluation Work on Zi-JUMP In collaboration with the JRDU and SO Owners, the M&E Specialist will conduct periodic project evaluations to assess progress toward the attainment of the Project Development Objective (PDO) and project indicators. This will also entail identifying challenges, risks, and issues that could hinder the attainment of the PDO and providing advice on the appropriate measures to be taken.
  • Perform other Works Assigned by the JRDU Coordinator The Specialist will perform other M&E, Survey, and technical works as assigned by the JRDU Coordinator.

The Judicial of Zanzibar now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information indicating that they are qualified to perform the services (CV’s, description of similar assignments and experience in similar conditions).

Selection will be based on qualifications and experience stipulated below:

This is a senior management position requiring a person with strong analytical skills and commitment to results-based planning and management of projects. The right candidate will be a team player with the following qualifications:

  • Master’s degree in project M&E, planning, economics, public administration, statistics, communications, or other relevant field from a recognized university, plus specialized training in M&E
  • Eight (8) years of hands-on experience in planning, monitoring, and evaluation of development programs, three of which should be at senior management, facilitating learning processes, with experience working with World Bank-funded projects which will be an added advantage
  • Proficiency in the use of databases, modern ICT in development, and other computer applications

  • Demonstrated skills in quantitative and qualitative analysis and data management
  • Demonstrated experience in designing and implementing successful communication and knowledge management strategies for sustainable development or in planning and implementing strategies at the management level
  • Ability to write reports, articles, and/or pamphlets depicting project interventions and results
  • Strong computer and communications skills (oral, written, and presentation)
  • Ready for flexible working hours and extensive workload as well as frequent domestic travel to support Strategic Objective Owners in data collection and analysis
  • Fluency in written and oral English and Kiswahili.

MONITORING AND EVALUATION (M&E) SPECIALIST

  • INTRODUCTION
  • The Judiciary of Zanzibar (JoZ) is at a pivotal juncture, seeking to enhance its efficiency and effectiveness in delivering justice services to citizens. Despite its historical significance, JoZ faces significant challenges that hinder access to justice and the quality of services provided to court users. In response, JoZ is implementing the Zanzibar Judicial Modernization Project (Zi-JUMP), a comprehensive initiative to reform the judicial system over the next five years (2024 – 2029), whereby the World Bank (WB) stands to be the cooperative Development Partner in financially supporting the project's implementation.
  • The Zi-JUMP is designed to enhance access to judicial services, court efficiency, and foster transparency in selected citizen-centric judicial services, with three core components:
  • Access to justice services: This component focuses on enhancing access to justice by expanding the geographic coverage of District Court services and strengthening Alternative Dispute Resolution (ADR) mechanisms to bring these services closer to citizens and businesses.
  • Court Efficiency: This component focuses on addressing gaps in efficiency and quality of services including delays in case disposition and lengthy court procedures which accumulate case backlogs in courts.
  • Citizen and Stakeholders Engagement: This component addresses issues of inadequate stakeholder engagement, lack of transparency in judicial service delivery that has led to low levels of trust among citizens and the business community, and the capacity of judiciary managerial efficiency.

  • To effectively implement Zi-JUMP and monitor the initiatives under the above components, the engagement of a Monitoring and Evaluation (M&E) Specialist is essential. This role will facilitate the development of robust M&E frameworks and ensure evidence-based feedback for program planning and progress reporting.
  • OBJECTIVES OF THE ASSIGNMENT
  • The primary objective of this assignment is to support the JoZ in effectively analyzing data, measuring progress, and reporting on project outcomes and impacts. The M&E specialist will be responsible for implementing the results framework already developed and available under the Project Appraisal Document (PAD). This intends to enable the JoZ and other key stakeholders to track the progress and results over time during the implementation of the project and inform decisions on improvement.

The engagement of an M&E Specialist will strengthen the capability of the JoZ, particularly, M&E staff, Strategic Owners (SO Owners), and Judicial Reform Delivery Unit (JRDU) in coordinating and performing their distinct but interrelated roles in running the M&E system for the Zi JUMP.

  • SCOPE OF THE ASSIGNMENT
  • The M&E Specialist will be responsible for developing and implementing comprehensive M&E strategies that align with the Zi-JUMP Project Appraisal Document (PAD), by leveraging both qualitative and quantitative research methods.
