Assignment Title: Preparation and validation of detailed engineering design, technical specifications, cost estimates, tender documents and provision of construction supervision of the upgrading, renovations and expansion of School infrastructure and Health facilities in Kalumbila district.

• The Government of the Republic of Zambia has received financing from the World Bank toward the cost of implementing the Zambia Refugees and Host Community Project – ZRHCP. The Ministry of Home Affairs and Internal Security (MOHAIS) as the implementing agency intends to apply part of the proceeds for Consulting Services for the preparation and validation of detailed engineering design, technical specifications, cost estimates, bidding documents and provision of construction supervision of the upgrading, renovation and expansion of School infrastructure and Health facilities in Kalumbila district. The Project Development Objective of the ZRHCP is “to improve access to socio-economic opportunities for refugees and host communities” and under its Component 2: Climate Resilient Community Infrastructure; the Project seeks to rehabilitate and expand Six (6) Schools and Two (2) Health Posts in Meheba refugee settlement and its host communities of Kalumbila district in North Western Province.

• The consulting services (“the Services”) include Preparation of;

• Environmental and Social Impact Assessments (ESIAs) and associated environmental and social safeguards instruments, in accordance with national regulations and World Bank requirements,

• preparation of detailed, site-specific designs, including the adaptation and updating of the Ministry of Education and Ministry of Health’s standard (generic) designs to incorporate climate-resilient features and address site-specific conditions,

• preparation of technical specifications, bills of quantities and cost estimates,

• preparation of tender documents,

• provision of construction supervision services, including day-to-day site supervision, quality control, measurement and certification of works, contract administration support, and coordination with the PMU, MoE and MoH, Provision of supervision and technical support during the Defects Liability Period (DLP), including inspections, verification of defect rectification, and issuance of completion-related certificates; and,

• Support to the PMU during final project closure, including preparation of as-built drawings, final completion reports, and handover documentation.
