Consultancy Services for Preparation of Financial Statements under IFRS and Training — Regional Rusumo Falls Hydropower Project

Regional Rusumo Falls Hydroelectric Project Loan/Credit No. 5295 R Project N°: P075941 W, 5296 TA, Grant No: H872-BI, H873-RW RE-ADVERTISEMENT CONSULTANCY SERVICES FOR PREPARATION OF IFR COMPLAINT FINANCIAL STATEMENTS UNDER IFRS AND PROVISION OF TRAINING SERVICES TO THE REGIONAL RUSUMO FALLS HYDROPOWER PROJECT (RRFHP) Reference No: RW-NELSAP -458373-CS-LCS Request for the Expression of Interest (EOI) The Republic of Burundi, The Republic of Rwanda, and The United Republic of Tanzania have received financing from the World Bank toward the cost of the NELSAP’s Regional Rusumo Falls Hydroelectric Project and intends to apply part of the proceeds for consultant services.

The Rusumo Power Company Limited (RPCL) thought the Regional Rusumo Falls Hydroelectric Project (RRFHP) would like to hire a consultant firm for the Preparation of IFR Complaint Financial Statements under IFRS and Provision of Training Services to the Regional Rusumo Falls Hydropower Project (RRFHP). The received (EOI) shall be subjected to the evaluation criteria based on general experience, experience on similar assignments and human resources indicating that they are qualified to perform the services by provision of (brochures, description of similar assignments, experience in similar conditions, and availability).

The Consultant Firm shall shall be a member of a Professional Accountant Organization recognized by Accountancy Professional Body. The firm shall have at least 5 years’ experience in in providing similar services in accounting, taxation and related training, legally registered and authorized to provide accountancy and advisory services Tanzania/ Rwanda/ Burundi and successfully completed at least three similar assignments in the last five years. The consultant team should comprise multidisciplinary experts with appropriate qualifications and experience and indicative key team members include (Team Leader, Financial advisor and Tax advisor).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. The consultant will be selected in accordance with the Least Cost Selection (LCS) set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (January 2011 edition, Revised July 2014).

In case of deadline submission of (COI) fails on the government holidays, the next working day shall be considered as the last day of submission.
