RECOVERY OF ECONOMIC ACTIVITY FOR LIBERIAN INFORMAL SECTOR EMPLOYMENT (REALISE) PROJECT Capitol Bye Pass, Old Maternity Center, 1st Floor Monrovia-Liberia REQUEST FOR EXPRESSIONS OF INTEREST Assignment Title: Consultancy Services for Pro-Poor and Gender-Sensitive Value Chain Development in Rural Liberia Reference No.: LR-LACE-541939-CS-CQS The Liberia Agency for Community Empowerment (LACE) through the government of Liberia has received financing from the World Bank, the Swedish International Development Association, and the French Agency for Development, and intends to apply part of the financing for consulting services The consulting services (“the Services”) herein mentioned is intended to engage a consultant to execute Consultancy Services for Pro-Poor and Gender-Sensitive Value Chain Development in Rural Liberia. This contract is expected to run for seven (7) months. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://realise.liberiasp.gov.lr/wp-content/uploads/2026/03/TERMS-OF-REFERENCE-TOR-.pdf The Liberia Agency for Community Empowerment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualification and relevant experience to execute the assignment. To be shortlisted, all firms must: • Minimum of 3 years of experience in pro-poor and gender sensitive value chain and agroecology, agricultural research, or a related field (knowledge and experience working on Climate Smart, Food and Nutrition Security is an added advantage). • Must have a proven track record of conducting at least two (2) similar assignments over the past five (5) years in Liberia or any of the Sub-Saharan African countries. • Should have produced pro-poor and gender-sensitive value chain/agroecology studies and analysis in Africa • Provide evidence of having produced and disseminated SMS-based weather forecasts and smart climate advisories that results in behavioural change to improve farm productivity. • Should have produced technical guidelines and capacity building on topics related to pro-poor and gender-sensitive value chains and sustainable agricultural practices. • Provide evidence of having delivered Climate Smart Agriculture, Climate Information Services, and Food and Nutrition Security (FNS) training in Liberia or the sub-region within the past 18 months, including working with Liberia Agency for Community Empowerment, Ministry of Youth and Sports and Ministry of Gender, Children and Social Protection • Must present proof (documents) of experience in carrying out this assignment in Liberia, or any of the Sub-Saharan African countries within the last five (5) years • Must be an accredited national or international NGO, or private sector entity by designated authorities in Liberia or its home country; proof of accreditation must be submitted with the EOI. • Must submit Business Registration for operating in Liberia or home country. In addition, the firm’s management must have the following staff with qualifications and experience as follows: • Executive Director • Must have a minimum of bachelor’s degree in agriculture, agronomy, business administration, Public Administration, Social Sciences, or a related field. • Must have 5-7 years of management experience. • Have led studies and analysis on sustainable agriculture practices, pro-poor and gender-sensitive value chain/agroecology, climate-smart agriculture and food and nutrition security training, livelihood initiatives or community development projects in Africa • Have accounting and budgeting knowledge. • M&E Officer • Must have a minimum of an associate degree in Business Management or Social Sciences or a diploma in M&E Training from a recognized institution • Must have had at least 2 years’ experience in monitoring and evaluation activities • Be able to conduct pre & post-tests before and after training • Be able to design and implement M & E activities, and provide project updates on results/indicators Applicable Guidelines The Applicable guideline for this recruitment is: World Bank Procurement Regulations for IPF Borrows dated July 2016, revised November 2020. Attention of interested Consulting firms is drawn to paragraph 3.14 of these Regulations, setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) Method set out in the aforementioned Procurement Regulations for IPF Borrowers.
