REQUEST FOR EXPRESSION OF INTEREST

(CONSULTING SERVICES-FIRMS SELECTION)

The Government of the United Republic of Tanzania has applied for financing from the World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP), and intends to apply part of the proceeds for eligible payments under the contract for Consultancy Services for Project Management Support to Tanzania Transport Integration Project (TanTIP).

Project Objectives and components

The objectives of the project are to improve the safety, climate resilience and capacity of key road corridors and regional airports and improve the capacity of relevant transport sector institutions to plan for and manage the sector. The project’s main four (4) components include Upgrading and Rehabilitation of Regional Roads, Upgrading and Rehabilitation of Regional Airports, Institutional Support and Capacity Building in the Transport Sector and Contingency Emergence Response.

Objective of the Assignment

TANROADS through the TanTIP – Project Implementation Team (PIT), is required to select and hire and thereafter maintain throughout the period of implementation of the Project, the Support Services of an Engineering Consulting Firm with qualifications and experience under terms of reference, acceptable to the World Bank.

Key Activities

Key activities shall include but not limited to the following:

• Financial management performance, procurement decisions and contract administration;

• Contract management and administration support, including monitoring of performance (i.e., contractor's compliance with quality of construction, technical specifications, design requirements, traffic plans and safety and maintenance plans);

• Claim rebuttal and dispute resolution support;

• Monitor Project Implementing Entities, Tanzania National Roads Agency (TANROADS), Tanzania Airports Authority (TAA), Tanzania Civil Aviation Authority (TCAA) and Tanzania Meteorological Agency (TMA) and Contractors' adherence to/compliance with statutory/ regulatory requirements, the ESF and the implementation of the ESCP; and

• Perform supervision audits (inter alia, safety, environmental and social audits) of the project.

• The Consulting Services (“the Services”) include the Upgrading and Rehabilitation of Trunk and Regional Roads, Upgrading and Rehabilitation of Regional Airports and Institutional Support and Capacity Building in the Transport Sector for the duration of three (3) years deploying about 186-man months.

• The detailed Terms of reference (TOR) for the assignment are available on the following website https://www.tanroads.go.tz. Within this context, the Consultant shall be entrusted with the following responsibilities as described in the Terms of References (TOR) for the Assignment:

• Employing only such key professional staff with CVs approved by the Client. Replacement or temporary substitution shall not be permitted unless in emergency or under very exceptional circumstances;

• Arranging and providing fully equipped office inclusive of utilities such as power, water, telecom, internet etc. for all staff other than those to be seconded to TANROADS;

• Arranging and providing transport to all staff to and from the workplace (office); and

• Making own arrangements for all living accommodation, personal transportation, and personal equipment such as computer or laptop and stationery. The key staff members for the above positions will be expected to spend majority of the assignment while in Tanzania. The Consultant shall draft all reports, minutes of meetings etc. Circulation of the reports shall be done by the TANROADS.

• Tanzania National Roads Agency (TANROADS), an Executive Agency of the Ministry of Works now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

• The shortlisting criteria are:

• Core business of the firm and years in business,

• Experience on similar assignments in the last ten (10) years,

• Experience in undertaking similar assignments in Africa or developing countries, and

• The technical and Managerial capability of the firm (provide only the structure of the organization, general qualifications and number of key staff. Do not provide CVs of staff. key experts will not be evaluated at the shortlisting stage).

• The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” 5th Edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

• Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

• A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
