CONSULTANCY SERVICES FOR REVIEW OF THE DESIGN, CONSTRUCTION SUPERVISION AND MANAGEMENT OF WORKS CONTRACT FOR UPGRADING OF CHAMWINO - DODOMA ROAD SECTION (32KM) TO SIX (6) AND FOUR (4) LANES DUAL CARRIAGEWAY UNDER DESIGN AND BUILD CONTRACT, TENDER NO: AE.001/2024-25/HQ/C/65

REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES– FIRMS SELECTION)

This request for expression of interest follows the General Procurement Notice for the Dodoma Integrated and Sustainable Transport (DIST) that appeared in the United Nations Development Business (UNDB) No. WB-P2140286-09/24 of 24 September 2024.

The Government of the United Republic of Tanzania has received financing from the World Bank toward the cost of the Dodoma Integrated and Sustainable Transport (DIST) and intends to apply part of the proceeds for Consultancy Services for Review of the Design, Construction Supervision and Management of Works Contract for Upgrading of Chamwino - Dodoma Road Section (32km) to Six (6) and Four (4) Lanes Dual Carriageway under Design and Build Contract, Tender No: AE.001/2024-25/HQ/C/65

The Chamwino- Dodoma Section (32Km) is part of the Morogoro- Dodoma Road which is 260km long whose detailed engineering design exists for a four-lanes dual carriageway unlike the intended Six (6) and Four (4) - Lanes Dual Carriageway to be implemented under the DIST project.

The Consulting Services (“the Services”) include Review of the Design, Supervision of Construction Works and Defects Notification Period. The Contract duration is 54 months including 36 months for Construction Supervision and 18 months for supervision of defects during Defects Notification Period. Time inputs of key staff is estimated to be 318 person-months.

Within this context, the Consultant shall be entrusted with the following responsibilities as described in the Terms of References (TOR) for the Assignment:

  • Carry out the review of the detailed engineering design done by the Design and Build Contractor for the purpose of ensuring the correctness, completeness and compliance of the road design with internationally acceptable standards and latest available National Manuals and Guidelines.
  • Supervision and Management of the Works Contract during construction stage to ensure that the works comply with the approved design, drawings, specifications, provisions of contract and sound engineering practice; and project environmental, social, and health and safety (ESHS) requirements.
  • Supervision of repair activities as well as the implementation of activities included in the snag list during the Defects Notification Period.

Tanzania National Roads Agency (TANROADS), an Executive Agency of the Ministry of Works now invites eligible Consulting Firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Core business of the firm and years in business.
  • Experience in two (2) similar assignments in the last ten (10) years. Information to be provided should include name of assignment, name and full contact address of the client, contract values (in equivalent US dollars), period (dates) of execution and completion certificates of the referenced assignments.
  • Experience in undertaking similar assignments in Africa or developing countries, and
  • The Technical and Managerial capability of the firm (provide only the structure of the organization, general qualifications, and number of key staff). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's the Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing, Goods, Works, Non-Consulting and Consulting Services Fifth Edition, September 2023 ("Procurement Regulations"), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the Sub-Consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.

Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) on or before 10:00 hours local time on 10th December, 2024, clearly marked “EXPRESSION OF INTEREST FOR PROVISION FOR CONSULTANCY SERVICES FOR REVIEW OF THE DESIGN, CONSTRUCTION SUPERVISION AND MANAGEMENT OF WORKS CONTRACT FOR UPGRADING OF CHAMWINO - DODOMA ROAD SECTION (32KM) TO SIX (6) AND FOUR (4) LANES DUAL CARRIAGEWAY UNDER DESIGN AND BUILD CONTRACT, TENDER NO: AE. AE.001/2024-25/HQ/C/65”. The firms that will submit their EOIs via e-mail must get confirmation of the receipt of their documents.
