REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)

CONSULTANCY SERVICES FOR THE ROAD SAFETY AUDIT STAGE FOUR (4) (DURING CONSTRUCTION) AND STAGE FIVE (5) PRE-OPENING OF THE DAR ES SALAAM BUS RAPID TRANSIT INFASTRACTURE PHASE 3 (BRT-3), TENDER NO. AE.001/2024-25/HQ/C/64

This request for Expression of Interests follows the General Procurement Notice for this Project that appeared in United Nations Development Business (UNDB) on 31st December, 2015.

The Government of Tanzania, through the Tanzania National Roads Agency (TANROADS), has received a credit from the International Development Association (IDA) towards the cost of the Dar es Salaam Urban Transport Improvement Project (DUTP) and intends to apply a portion of the proceeds of this credit for eligible payments under the contract for which this Terms of Reference is issued for undertaking Road Safety Audit stage 4 (during Construction) and Stage 5 (Pre-opening) of the BRT phases 3 project.

The objective of this assignment is to undertake an independent Road Safety Audit Stage four (4) (during Construction) and Stage 5 (Pre-Opening) for Phase 3 project. The aim is to ensure safety and universal accessibility for all road users including vehicles, pedestrian, cyclists, motorcyclist during construction. To achieve these, the consultant is required to study and incorporate all recommendation of Road Safety Audit Stage 3 carried out in design and monitoring safety compliance of the Contractor during construction works. The timeframe for the execution of this assignment is 12 moths.

The Tanzania National Roads Agency (TANROADS), an Agency of the Ministry of Works now invites eligible individual Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience:

Education:

He/ She must be a registered Professional Engineer with Degree in Civil Engineering or equivalent qualification.

Postgraduate qualification in Traffic Engineering will be an added advantage.

Working Experience:

He/ She must have at least 15 years of cumulative experience in Road Safety Audit and Supervision of the Implementation of the road construction projects.

He/ She must have a Road Safety Engineer /Audit in at least two (2) Roads Bus Rapid Transit (BRT) infrastructure projects of similar nature and magnitude in the last ten (10) years.

He/ She must have participated in Road Safety related training of at least 5 days’ course or publication of road safety related research paper; and

Expertise in use road design software packages or AutoCAD is an added advantage.

Language and regional experience requirements:

  • Proficiency in written and spoken English is mandatory.
  • Minimum working experience of at least 3 years in developing countries.

The attention of interested of Individual Consultant is drawn to Section III paragraphs, 3.14, 3.16 and 3.17 of the World Bank’s ‘’Procurement Regulations for IPF Borrowers’’ Fifth Edition September,2023 (Procurement Regulations).

A Consultant will be selected in accordance with the Individual Consultant Section Method set out in the World Bank’s ‘’Procurement Regulations for IPF Borrowers’’ Fifth Edition September, 2023 (Procurement Regulations).
