The Government of the Republic of South Sudan (GoRSS) through the Ministry of Finance and Economic Planning (MoFEP)/Ministry of Public Service and Human Resource Development (MoPSHRD) has requested the World Bank to support preparation and implementation of the Institutional Development and Capacity Building Project (IDCBP) and has received a Project PreparationAdvance towards the project. The Project Preparation Advance will continue until the IDCBP becomes operational.
The Project Development Objective is to introduce a results orientation and to enhance core human resource management and public finance management capacities in targeted ministries.The project will comprise of four components as follows:
(i) Result-oriented Management and Leadership; (ii) Strengthening Institutions for Human ResourceManagement and Human Resource Development; (iii) Strengtheningselected aspects of Public Financial Management and Accountability incentral agencies and sector ministries; and (iv) Project Management Support.
MoFEP/MoPSHRD intends to apply part of the proceeds of the Project Preparatory Advance for consulting services to conduct Skills Audit and Develop Training Master Plan for Human Resource Training Centre.
The consulting services ("Services") are aimed at identifying the knowledge andskills within Government institutions and provide the Ministry of Public Service and Human Resource Development (MoPSHRD) with training anddevelopment needs.
The consultant will be expected to: review policy guidance documents and existingmaterials on sector-specific skills; review of core functions of the Focused Institution/areas; design/tailor Human Resource diagnostic tools; carry out skills audit in identified National and seven (7) StatesGovernment Institutions; analyse data and document information of theskills audit; and design and develop Training Master Plan for Human Resource Training Centre (HRTC).
The consulting service will be required for a period of about six (6) calendar months.
MoFEP/MoPSHRD now invites eligible consulting firms ("Consultant") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are as follows:
a. General experience and capability in providing services for institutional skills assessment and development of training programmes;
b. Specific experience in successfully implementing similar assignments;
c. Experience of relevant services in an environment similar to that of South Sudan; and
d. The technical and managerial organization of the firm. (Provide only the structure ofthe organization, general qualifications and number of key staff. Do not provide CV of staff.)
Attention of interested Consultants is drawn to paragraph 1.9 of the WorldBank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowersdated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The nature of association, whether it is a joint venture or a sub consultancy, should clearly be stated. In case of joint venture the firm leading the joint venture should be mentioned.
A Consultant will be selected in accordance with the Consultant Qualification Selection method (CQS) set out in the Consultant Guidelines.
