CONSULTANCY SERVICES FOR TANROADS’ CAPACITY STRENGTHENING – ENGAGEMENT OF SOCIAL EXPERT FOR THE IMPLEMENTATION OF ENVIRONMENTAL AND SOCIAL MANAGEMENT FOR TANTIP PROJECT; TENDER NO. AE/001/2024-25/HQ/C/81

The Government of Tanzania has received financing from World Bank towards the cost of the Tanzania Transport Integration Project (TanTIP) and intends to apply part of the proceeds Consultancy Services for Tanroads’ Capacity Strengthening – Engagement of Social Expert for The Implementation of Environmental and Social Management for Tantip Project

The Consulting Services (“the Services”) in order to ensure sustanaible implementation of road developments and Airport projects in relation to the World Bank Envirpnmental social Frame work (ESF) in a particular, the world Bank environmental social standards , TANROADS has set aside funds to finance recruitment of the social Expert to support TANROADS-PIT to implement requirement of the environmental and social commitment plan (ESCP) for the Tan Tip project.

The Tanzania National Roads Agency (TANROADS) an Executive Agency of the Ministry of Works and Transport hereby invites Applicants to show their interest in delivering the Services described in the Terms of Reference.

This Request for Expressions of Interest is open to: Individual Consultants.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information may include updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience:

Education

A College/University degree in Sociology, Law, Community Social work, Community Development, Social Anthropology Development Studies, or any other related discipline from recognized university.

Professional experience

He/She must have at least of six (6) years cumulative experience in addressing social Issues, including resettlement, stakeholder engagement, Gender-Based Violence (GBV/SEA), grievance redress mechanisms, labor and working conditions, and inclusion of vulnerable groups, for donor funder funded roads/airports development project;

He/She must have led or participated in preparation of Social Impact Assessments and Resettlement Action Plans (RAP), Stakeholder Engagement Plans, as well as supervision and monitoring of the implementation of Social Management Plans (SMPs) in at least 4 roads/airports projects similar nature;

He/She must demonstrate on the job experience for undertaking Stakeholder Engagement, including with persons with disabilities, women, youth, and other members of vulnerable groups establishing and operating effective grievance redress mechanisms (GRM), addressing Gender Based Violence (GBV) and resettlement, and labor and working conditions issues in at least two (2) roads/airports projects similar project.

Experience in working with vulnerable groups, including persons with disabilities, women, and other historically marginalized communities is an added advantage;

The Social Expert must be computer literate with competency in word processing, Spreadsheets, and slideslow/power point program;

Language and regional experience requirements

She/he must have a working experience in developing countries; particular working experience in Africa.

The candidate shall have a full working proficiency of written and spoken English and Kiswahili.

Government employees under Short-terms or Permanent Contract need not apply, as they are not eligible to participate in the selection process. Expressions of Interest from government employees will be eliminated from the selection process.

The attention of interested individual consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition September, 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition September, 2023 (“Procurement Regulations”).
