Assignment Title : Consultancy Services Engagement of Procurement Specialist Under the Tanzania Food Systems Resilience Program (TFSRP) Zanzibar

- The Government of the United Republic of Tanzania has received financing from the World Bank towards the cost of Tanzania Food Systems Resilience Program (TFSRP) and it intends to apply part of the proceeds of the financing to cover eligible payments under the contract for the consulting services.
- The consulting services (“the services”) include the provision Consultancy Services of specific procurement of Works, Goods and Services. Also enhance procurement capacity of Procurement and Disposal Management Unit (PDMU) staff in Zanzibar through implementation of projects under Tanzania Food System Resilience Program (TFSRP) in Zanzibar.
- The detailed Terms of References (ToRs) for the assignment are available at the office of Secretary, Ministerial Tender Board, Ministry of Agriculture, Irrigation, Natural Resources and Livestock (MAINRL), P.O. Box 149, ASSP Building, Room No. 7, Maruhubi Zanzibar or by emailing [email protected] and [email protected].
- The MAINRL now invites eligible Individual Consultants (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Such information should include an updated detailed CV duly signed and copies of academic, testimonial, and professional certificates. The interested Consultants should have the following qualifications and experience.:
a. Education:
(i) Minimum of Advanced Diploma/degree in Civil Engineering, Construction Management, Quantity Surveying or Procurement from recognized Universities.
(ii) Master’s Degree in Engineering Management, Construction Management, or Procurement will be added advantage.
b. Working experience:
(i) Minimum of fifteen (15) years cumulative experience in procurement for Infrastructure Development Projects.
(ii) Must have participated in procurement of Works, Goods, Services and associated elements for Donor Funded Projects for not less than ten (10) years in the last fifteen (15) years
(iii) Experience in preparation of Contracts and Contracts management;
(iv) Knowledge of Multilateral Banks Procurement Guidelines and Regulations;
(v) The candidate should be eligible and have no Conflict of Interest as per Bank's Procurement Regulations
(vi) Should have well developed interpersonal and communication skills strong negotiations skills and ability to cultivate team spirit.
(vii) Must be a person of proven honesty and integrity with no criminal record, result oriented and proactive.
c. Language and regional experience:
(i) Must have a working experience of at least three (3) years in developing countries; and
(ii) Proficiency in written and spoken English is mandatory.
- The attention of interested Individual Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2023 – Fifth Edition setting forth the World Bank’s policy on conflict of interest.
- Individual Consultant will be selected in accordance with the procedures set out in the Procurement Regulations.
- Expressions of Interest must be submitted to the office of Secretary, Ministerial Tender Board, MAINRL, P.O. Box 149, ASSP Building, Room No. 7, Maruhubi Zanzibar on or before 7th May, 2024 at 14:00 hours. Expression of Interests will be opened promptly thereafter in the presence of consultants on 7h May, 2024 at 14:00 hours. Expression of Interests will be opened promptly thereafter in the presence of consultants who chooses to attend at the Conference Room No. 1, MAINRL, P.O. Box 159, ASSP Building, Maruhubi, Zanzibar on 7th May, 2024 at 14:00 hours. Proposal not received and opened in public shall not be accepted for evaluation irrespective of the circumstances
