REQUEST FOR EXPRESSIONS OF INTEREST
(Consulting Services ─ Firms Selection)

Assignment Title: Consulting Services to undertake Policy, Institutional, Licensing, Regulatory Review and Impact Assessments; Revenue Management and Collection Systems Reviews; Tourism Regulatory and Enterprise Digital Diagnosis; Assessment of the use of the Government Service Bus (GSB), Single Licensing Systems; and, Development of a Streamlined/Simplified Tourism Licensing Regime and a Digital Platform for the Administration of Enterprise Licensing in the Tourism Sector.

The Government of the Republic of Zambia has received financing from the International Development Association of the World Bank toward the cost of the Green, Resilient and Transformational Tourism Development Project (GREAT-TDP) and intends to apply part of the proceeds for consulting services to undertake the Development of a Streamlined/Simplified Tourism Licensing Regime and a Digital Platform for the Administration of Enterprise Licensing in the Tourism Sector anchored on a single licensing system as provided for in the Tourism and Hospitality Act No. 13 of 2015.
The Consulting Services (“the Services”) include undertaking a comprehensive policy, regulatory, institutional review and regulatory impact assessments, review of existing tourism enterprise revenue streams and supportive digital diagnostic assessments with key deliverables being:
- A Streamlined/Simplified Tourism Licensing Regime with a compatible Revenue Management Framework for a single licensing system in the Tourism Sector; and
- A Comprehensive Study Report on policy, regulatory, institutional, revenue and digital diagnosis reviews in the tourism sector. The contents include Policy and Regulatory Impact Assessments (RIAs) for the tourism sector conducted in accordance with the Business Regulatory Act No. 3 of 2014.
The overall assignment is comprised of two (2) phases procured separately with this assignment constituting phase one (1) with the duration of six (6) months effective mid of July 2026. Detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.
The Project Implementation Unit of the GREAT-TDP on behalf of the Ministry of Tourism now invites eligible firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information with supporting documentation demonstrating that they have the required qualifications and relevant experience to perform the Services with description of experience in similar assignments, similar conditions, etc. A Consultant will be selected in accordance with the Selection Based on Consultants Qualifications (CQS) method set out in the Procurement Regulations of the World Bank’s November 2020 Fourth Edition. The criteria for selecting the Consultant are:

• Qualifications in the field of the assignment
• Technical and managerial organization of the firm
• General qualifications and number of key staff.
The attention of interested Consultants is drawn to paragraph 3.14 and 3.16 of the World Bank’s Procurement Regulations for IPF Borrowers Procurement Regulations, Fourth Edition, November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
