Consultancy services for the development of National Sanitation Management Strategy — Government of Botswana

REPUBLIC OF BOTSWANA MINISTRY OF LAND MANAGEMENT, WATER AND SANITATION SERVICES REQUEST FOR EXPRESSION OF INTEREST (EOI) COUNTRY: BOTSWANA NAME OF PROJECT: BOTSWANA EMERGENCY WATER SECURITY AND EFFICIENCY CONSULTANCY SERVICES: DEVELOPMENT OF THE NATIONAL SANITATION MANAGEMENT STRATEGY. TENDER NO. MLWS/DWS/008/04092019 The Government of Botswana has received a loan from the World Bank towards the implementation of the Botswana Water Security and Efficiency project and intends to use part of the funding to finance a consultancy for the Development of the National Sanitation Management Strategy Document for Botswana.

Background The Department of Water and Sanitation (DWS) under the Ministry of Land Management, Water and Sanitation Services in the Republic of Botswana intends to engage an experienced consulting to offer professional services for the development of the National Sanitation Management Strategy Document for Botswana. Eligibility Selection criteria: Only firms that meet the below criteria will be short listed • Local consulting firms shall be registered with the Public Procurement and Asset Disposal Board in the following categories: • Code 313 (Environmental services) Sub Codes -05 (Natural resource planning and management) and 06 (Environmental policy and legislation) or • Code 306 – Water Engineering Services, Sub code 02 – Water Resource Planning • The Consultant shall submit notarized or certified copies of Certificate of incorporation or Proof of Registration of the consulting firm, Company Directorship and shareholding • Submit Company’s Tax Clearance Certificate from its country of operation • Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

In case of Joint Venture (JV) a Copy of the JV Agreement is required with all parties in the JV required to submit all compliance documents. Relevant experience in similar assignments and environments: The consulting firm shall provide information on projects undertaken in the past ten (10) years with a brief description of each project, funding source(s), contract amount and the employer in any of the following; • Development of Strategic Plan preferably related to sanitation management/environmental management. • Experience on Sanitation (Wastewater and onsite sanitation) infrastructure planning/ development • Consultancy services for development of National Sanitation Master plan • Experience in consultancy services in WASH system development (service delivery, planning, monitoring mechanisms and institutional arrangement) • Shall demonstrate availability of relevant skills among staff related to the assignment: Evidence of relevant skills for: • Project Team Leader (A Water and Sanitation Resources Management expert, proven experience in developing and/or implementing water related strategy/policy framework especially in developing countries), • Water, Sanitation and Hygiene (WASH) Specialist, • Gender /Social Specialist • Policy/Strategy Analyst • Legal Expert • Economic and Financial Analyst • References from previous assignment shall be attached Shortlisting of the Consulting firms will be carried out according to the World Bank Procurement Regulations for Investment Projects Funding (IPF Borrowers (Regulations), revised July 2016 ("Consultant Guidelines").
