Assignment Title: Preparation of detailed engineering design, technical specifications, cost estimates, tender documents and provision of construction supervision of Climate resilient Road infrastructure in Kalumbila district.

  • The Government of the Republic of Zambia has received financing from the World Bank toward the cost of implementing the Zambia Refugees and Host Community Project – ZRHCP. The Ministry of Home Affairs and Internal Security (MOHAIS) as the implementing agency intends to apply part of the proceeds for Consulting Services for the preparation of detailed engineering design, technical specifications, cost estimates, tender documents and provision of construction supervision of Climate resilient Road infrastructure in Kalumbila district. The Project Development Objective of the ZRHCP is “to improve access to socio-economic opportunities for refugees and host communities” and under its Component 2: Climate Resilient Community Infrastructure; the Project seeks to improve 38km of road network which includes construction of a bridge, in Meheba refugee settlement of Kalumbila district in North Western Province Zambia.
  • The consulting services (“the Services”) include Preparation of Environmental and Social Impact Assessments (ESIAs) and associated environmental and social safeguards instruments, in accordance with national regulations and World Bank requirements, Preparation of detailed, site-specific engineering designs for the road and bridge, incorporating climate-resilient measures and site-specific conditions, Preparation of technical specifications, bills of quantities and engineer’s estimates, preparation of tender documents, Provision of construction supervision services, including day-to-day site supervision, quality control, measurement and certification of works, contract administration support, and coordination with the PMU and RDA, Provision of supervision and technical support during the Defects Liability Period (DLP), including inspections, verification of defect rectification, and issuance of completion-related certificates; and, Support to the PMU during final project closure, including preparation of as-built drawings, final completion reports, and handover documentation.
  • The estimated duration of assignment is 34 months phased as tabulated below:-

The detailed Terms of Reference (ToR) for the assignment can be obtained on request from the email address indicated below.• The MoHAIS now invites eligible consulting firms (“Consultants”) to submit their Expression of Interests (EOI) for the proposed Consulting Services for the preparation of detailed engineering design, technical specifications, cost estimates, tender documents and provision of construction supervision of Climate resilient Road infrastructure in Kalumbila district.• Interested Consultants should provide information demonstrating that they have the required expertise, qualifications and relevant experience to perform the Services. The shortlisting criteria are:• Experience and track record of the firm• The core business of the consulting firm should be centered on multidisciplinary civil engineering consultancy or any other related field, with strong proven expertise in the following sub-fields: -• Site and Road Alignment Reconnaissance Surveys• Climate, Geological, and Land Use studies• Gravel Sources and Materials Investigation• Stakeholder Sensitization and Management• Detailed Field Surveys and Studies• Compensation for Existing Utilities and Cost Estimation• Detailed Soil Surveys and Construction Materials Investigations• Detailed Special Geotechnical Investigations• Detailed Bridge Assessment and Design, Hydrological Surveys and Drainage studies• Hydrological Surveys and Drainage studies• Environmental Impact Assessment Surveys• Construction Supervision & Project Management• Demonstrate possession of a minimum cumulative experience of five (5) years providing similar consulting services• Experience working with donor-funded or development-partner-funded programs such as the World Bank, African Development Bank, UN Agencies, GIZ or any other is desirable.• Technical and managerial capability of the firm• Demonstrate capability to coordinate a multi component assignment by providing evidence of having provided similar stable organizational structure comprising the key experts relevant to the assignment as may be required for this assignment. Note that submission of curriculum vitae for key experts are not required as part of the Expression of Interest as they will not be evaluated at the shortlisting stage.
