MINISTRY OF TRANSPORT AND LOGISTICS REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) COUNTRY: Zambia NAME OF PROJECT: Transport Corridors for Economic Resilience Credit No.: IDA-E2930 Assignment Title: Consultancy Services to Undertake Mid-Term Review and Update the National Transport Policy. Reference No. ZM-MTOL-452462-CS-QCBS The Government of the Republic of Zambia through the Ministry of Transport and Logistics has received financing from the World Bank towards the cost of undertaking Mid-Term Review and update the National Transport Policy under the TRACER Project and intends to apply part of the proceeds for consulting services.
The consulting services will involve the review of the existing National Transport Policy (2019 -2028) and any other supporting documents, development and inclusion of the Logistics Component and formulation of the National Transport and Logistics Policy and Its Implementation Plan, consultation with stakeholders, and preparation of the necessary outputs. The Revised National Transport and Logistics Policy is envisaged to address the country’s transport and logistics requirements in the short term, medium term and long term for Ten (10) years from 2026 - 2036 that is aligned to Zambia’s domestic, regional and international mandates in line with the aspirations of the Government of Zambia.
The period for the consulting services shall be 8 months. For addition information kindly refer to the Terms of Reference which can be requested from the email address provided below.
The Ministry of Transport and Logistics now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Consultancy Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: • The firm’s core business (submit company profile); • Name, scope and cost of previous comparable similar assignments and client contact details (email, postal / physical address); • Firms technical and managerial capacity to manage similar assignment; • Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality Cost-Based Selection method set out in the Procurement Regulations.
