Assignment Title: Request for Expressions of Interest for Consulting Services for the Preparation of the Resettlement Action Plan (RAP) for the Upgrading of the Thabwa - Chitseko - Seveni (S152) and the Rehabilitation of Thabwa - Chikwawa- Bangula Section (M001) Roads

The Government of Malawi has received financing from the World Bank toward the cost of Resilient and Strategic Transport Operational Enhancement (RESTORE) Project which seeks to rehabilitate Thabwa – Chikwawa - Bangula (M001) Road, improve market places along the section and upgrade Thabwa – Masenjere – Fatima (Seveni) (S152) Road in the Southern Region.

The consulting services (“the Services”) is to develop a comprehensive Resettlement Action Plan (RAP) that will identify and assess all Project Affected Persons to be compensated prior to commencement of project works. Preparation of the RAP will have to be done in accordance with the World Bank’s Environmental and Social Framework (ESF5) and applicable laws and policies of Malawi, including the Land Acquisition and Resettlement laws. In addition, up-to-date information produced and provided by the Project feasibility and design studies as well as the Environmental and Social Impact Assessment Report will further inform this exercise.

The Consultant will also be required to undertake all the processes required for the identification of project affected persons (PAPs), communities and institutions in compliance with the applicable legal and other requirements as well as with the World Bank’s ESS5 on land acquisition, restriction on land use and Involuntary Resettlement.

The expected start date of assignment is September, 2025.

The Roads Authority now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Core business of the firm(s) and years in business.
  • Relevant experience which should specifically include the following:

(a) Experience in Carrying out Social Assessment, Socio-Economic Surveys & Livelihood Restoration plans;

​​​​​​​ (b) Experience in Conducting a Stakeholder mapping process, stakeholder engagement, vulnerable group inclusion, and grievance management and subsequently develop RAP Stakeholder Engagement Plan.;

​​​​​​​ (c) Experience in Preparation of the Inventory and database for the PAPs and the Entitlement Matrix;

​​​​​​​ (d) Knowledge of National Legislation and the World Bank’s Resettlement Policy Framework (RPF), Environmental and Social Management Framework, Pre-RAP Assessment Reports and proven ability to review, identify and bridge the gaps between the two;

​​​​​​​ (e) Experience in Development of a land acquisition and compensation schedule of PAPs.

​​​​​​​ (f) Proven track record in preparing full-scale RAPs compliant World Bank Environmental and Social Standard 5 (ESS5), IFC Performance Standard 5 (PS5), or national resettlement laws​​​​​​​

(g) Experience in preparation of RAPs for at least 2 or more similar assignments in infrastructure projects (e.g., roads, dams, pipelines, energy) similar to the project’s scope and scale and

​​​​​​​ (h) Knowledge in Reporting and Documentation with a track record of timely preparation and submission of reports of high standard.

​​​​​​​3. Technical and Managerial capability of the firm(s) (Provide only the structure of the organization. Do not provide CVs of the Experts). Key Experts will not be evaluated at the short-listing stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers – 6th Edition” dated February, 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

In addition, please refer to the following specific information on conflict of interest related to this assignment: “Fairness and transparency in the selection process require that Consultants or their affiliates, competing for a Consulting assignment do not derive a competitive advantage from having provided Consulting Services related to it. To that end, the Borrower shall make available to all short-listed Consultants, together with the request for proposals document, all information that would give a Consultant a competitive advantage”.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultants Qualifications - based Selection (CQS) method as set out in the Procurement Regulations.
