1.This invitation for expression of interest (pre-qualification) follows the General Procurement Notice (GPN) dated 23/02/2026.

2.The MINISTRY OF LIVESTOCK AND FISHERIES - TASFAM has received a Credit from the World Bank toward the cost of /2025/2026/C/21; TZ-MLF-512096-CS-QCB Consultancy Services to Develop the Strategic Marketing Plan and Value Chain Analysis for Octopus, Prawns, Mud Crab, and Lobster Fisheries In Tanzania, and it intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Consultancy Services to Develop the Strategic Marketing Plan and Value Chain Analysis For Octopus, Prawns, Mud Crab, and Lobster Fisheries In Tanzania.

3.The MINISTRY OF LIVESTOCK AND FISHERIES - TASFAM now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested

Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for a period of 150.

4.Interested all eligible tenderers must provide information indicating that they are qualified to perform the services by submitting a consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The specific shortlisting criteria are indicated in the section of qualification and evaluation criteria.

5.Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

6.The Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Consultant Guidelines.

7.The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers of Fourth Edition, November 2020 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Description of Services

Tanzania’s marine fisheries sector plays a vital role in food security, livelihoods, and export earnings. Species such as octopus, prawns, mud crab, and lobster are high-value commodities with growing demand in regional and international markets. However, these fisheries face challenges including fragmented value chains, limited market intelligence, poor infrastructure, and weak branding. Under the TASFAM Project, the Government of Tanzania seeks to strengthen the competitiveness and sustainability of these fisheries by conducting a comprehensive value chain analysis and developing strategic marketing plans that promote inclusive growth, climate resilience, and responsible trade. The consultancy will inform policy, investment, and capacity-building efforts to enhance competitiveness, sustainability, and inclusivity in processing and trade.

Scope of Activity

The assignment will be carried out in the coastal districts of Tanzania Mainland, focusing on specified tasks. The consultant will perform several tasks, including, but they are not limited to: -

A.Value Chain Mapping

·Identify key actors, functions, and relationships across the supply chain Analyze margins, volumes, and governance structures

·Map infrastructure, logistics, and service provision gaps. Identify all actors from harvest to end-market (fishers, middlemen, processors, exporters)

·Assess Harvesting and Post-Harvest Practices

·Evaluate Infrastructure and Support Services

·Examine Governance and Regulatory Frameworks

·Assess Social Inclusion and Equity, examine gender roles, youth participation, and community engagement, and propose strategies for inclusive value chain upgrading

·.Identify Opportunities for Value Addition and Innovation

Explore potential for product diversification (e.g., frozen tails, crab meat, ready-to-cook packs)

B.Market Analysis

·Conduct market research on domestic and export opportunities

·Assess buyer preferences, quality standards, and certification schemes

·Identify trade barriers and investment opportunities

·Assess the current market dynamics, supply chains, and value addition for octopus, lobsters, and prawns.

·Assess domestic, regional, and international demand trends

·Identify key consumer segments, preferences, and purchasing behaviors.

·Assess current market channels, pricing structures, and consumer preferences.

·Map existing market channels (local markets, hotels, export routes) and their performance.

·Analyze pricing structures, margins, and competitiveness across the value chain.

·Evaluate environmental and social impacts of marketing strategies, including sustainability of the resources and inclusivity

C.Stakeholder Engagement

·Facilitate consultations with fishers, processors, traders, exporters, regulators, and community groups.

·Document stakeholder priorities and validate proposed interventions

·Integrate gender and youth perspectives

D.Strategic Marketing Plan Development
