1.This invitation for expression of interest (pre-qualification) follows the General Procurement Notice (GPN) dated 23/02/2026.
2.The MINISTRY OF LIVESTOCK AND FISHERIES - TASFAM has received a Credit from the World Bank toward the cost of 9/2025/2026/C/25; TZ-MLF-534094-CS-LCSConsultancy service to develop the Reef Fishes Management Plan, and it intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Consultancy service to develop the Reef Fishes Management Plan.
3.The MINISTRY OF LIVESTOCK AND FISHERIES - TASFAM now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for a period of 150.
4.Interested all eligible tenderers must provide information indicating that they are qualified
to perform the services by submitting a consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The specific shortlisting criteria are indicated in the section of qualification and evaluation criteria.
5.Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
6.The Consultant will be selected in accordance with the Least Cost Selection method set out in the Consultant Guidelines.
7.The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers of Fourth Edition, November 2020 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
8.Interested eligible consultants may obtain further information through the National e-Procurement system (NeST)
9.Expressions of Interest (EoI) must be delivered through NeST before the deadline indicated on NeST.

Description of Services
Tanzania’s coral reef ecosystems are among the most biologically diverse and economically valuable marine habitats in Marine Parks and Reserves in Tanzania. Reef-associated fisheries provide critical livelihoods, food security, and income for coastal communities. However, these resources face increasing threats from overfishing, habitat degradation, climate change, unregulated practices, and limited stakeholder coordination, threatening key species such as groupers, snappers, and parrotfish, as well as sensitive coral reef ecosystems. The development of a Reef Fishes Management Plan (RFMP) is critical to ensuring sustainable resource use, establishing enforceable governance mechanisms, and promoting inclusive development that balances ecological integrity with economic and social benefits.
Scope of Activity
1.Scope Of Work
The consultant shall undertake a comprehensive and participatory process to develop a Reef Fishes Management Plan that ensures ecological sustainability, socio-economic equity, and institutional effectiveness. The scope of work includes:
1.1.Literature Review and Baseline Assessment
·Review existing data, reports, and scientific literature on reef fish species, habitats, and fisheries in Tanzania’s Indian Ocean.
·Assess ecological status, fishing pressure, gear types, and socio-economic dynamics of reef fisheries.
·Identify critical data gaps and propose strategies for future research and monitoring.
1.2.Stakeholder Mapping and Engagement
·Identify and map key stakeholders, including artisanal fishers, women and youth groups, local government authorities, NGOs, and private sector actors.
·Conduct inclusive consultations and focus group discussions to gather local knowledge, perceptions, and priorities.
·Ensure gender-sensitive and culturally appropriate engagement strategies.
1.3.Policy and Legal Framework Analysis
·Review national policies (e.g., Fisheries Act, Blue Economy Strategy), regional protocols (e.g., SWIOFC), and international instruments (e.g., FAO Code of Conduct).
·Analyze institutional mandates, regulatory gaps, and enforcement mechanisms relevant to reef fisheries.
·Ensure the management plan is legally compliant and policy compliant.
1.4.Development of Management Measures
·Propose science-based and community-informed management measures such as:
oGear restrictions
oSeasonal closures
oCatch limits
oSpecies-specific protections
oMarine Protected Areas (MPAs) and no-take zones
·Integrate ecosystem-based and climate-resilient approaches.
1.5.Spatial Planning and Zoning
·Recommend spatial zoning strategies within the MPAs to balance conservation, fishing access, and livelihood needs.
·Align zoning proposals with existing Marine Spatial Planning initiatives and MPAs.
1.6.Capacity Building and Institutional Strengthening
·Assess institutional and community capacity gaps.
·Propose training modules, knowledge-sharing platforms, and institutional support mechanisms.
·Recommend partnerships for technical and financial sustainability.
1.7.Drafting and Validation of the Management Plan
·Prepare a Draft Reef Fishery Management Plan for the MPAs incorporating all technical, ecological, and stakeholder inputs.
·Facilitate validation workshops with stakeholders and government agencies.
Finalize the plan based on feedback and submit for official endorsement.
