FOR

CONSULTANCY TO DEVELOP A GROUNDWATER STRATEGY FOR THE OKAVANGO RIVER BASIN.

Background

The Permanent Okavango River Basin (OKACOM), whose mandate is to advise member states towards sustainable CORB management, has long recognised the importance of integrating groundwater resource management into river basin strategies and plans. The CORB is one of the basins with extensive surface and groundwater whose connectivity remains unknown mainly due to the limited availability of appropriate data and information. OKACOM recognises the paucity of groundwater data and information as a major drawback that challenges groundwater resources management integration into transboundary river basin water resources management.

Considering the above, the SADC-GMI is collaborating with OKACOM to develop a groundwater management strategy for the CORB. The overall objective of the strategy is to promote the recognition of the strategic value, equitable access, sustainable use and protection of groundwater in the CORB. The strategy will, amongst other things, guide joint groundwater resources development and management, harmonise current and planned groundwater initiatives with national plans of the CORB riparian states, prioritise groundwater-related projects and capture the multi-disciplinary and multi-sectoral approach to management and development of national and transboundary groundwater resources.

Objective of the Assignment

The key objective of this assignment is to develop a groundwater strategy for the CORB basin to serve as a guiding document for joint groundwater development and management in the Okavango basin, with a ten (10) year costed action plan.
