REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES FIRM SELECTION) SOUTH AFRICA Catalysing Finance and Capacity for the Biodiversity Economy Around Protected Areas project Loan No./Credit No./ Grant No.: __TF0B5963 __________ Assignment Title: Selection of a Knowledge Products service provider to develop biodiversity stewardship and wildlife economy knowledge products, facilitate capture and document learning from biodiversity stewardship and biodiversity economy initiatives in the three biodiversity economy nodes (Greater Addo-Amathole, Greater Kruger-Limpopo and Greater iSimangaliso Nodes) Reference No. (as per Procurement Plan): _ ZA-SANBI-311267-CS-QCBS_______ The Department of Forestry, Fisheries and the Environment has received financing from the World Bank towards the cost of the Catalyzing Finance and Capacity for the Biodiversity Economy Around Protected Areas project and intends to apply part of the proceeds for this consulting services.
The service provider must capture the lessons and experiences from implementing biodiversity stewardship and biodiversity economy initiatives in the biodiversity economy nodes of the project (Greater Addo-Amathole in the Eastern Cape, Greater Kruger-Limpopo and the Greater iSimangaliso in Kwa-Zulu Natal). The assignment will be for a period of 24 months from May 2025 until June 2027. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: www.sanbi.org The South African National Biodiversity Institute (SANBI) now invites eligible service providers ) to indicate their interest in providing the Services.
Interested service providers should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following are criteria for appropriateness of a firm for this assignment: Description of requirement Weight (%) Relevance and suitability of the core business area of the applicant firm with the subject assignment and number of active years in the business/in the consulting industry. 25% and capability in terms of financial strength, institutional quality management system, size and mix of experts under its command and good track records in the industry are desirable factors to be assessed for the shortlisting.
25% Experiences in successful completion of at least two (2) assignments with similar nature complexity and value, preferably within similar client country economic and social context, within the last Seven (7) years. 40% Good number and mix of pool of professional experts under its command. 10% As this selection follows CQS method, for suitability.
Prospective service providers must provide information to meet the requirements of the above assessment criteria. The suitable service provider should meet the minimum threshold of 70 out of a possible 100 points of the above assessment criteria for the assignment/ToR. Service providers to note that: the CVs of key-experts will not be evaluated, that no proposal for the assignment/ToR is expected at this stage, and that B-BBEE status level verification certificate/sworn affidavit (for EMES & QSEs) is not a requirement.
Notwithstanding the SANBI forms titled invitation to bid, this should be understood to mean invitation to submit EoI. Service providers that fail to score a minimum of 70 out of a possible 100 points for assessment will not be eligible for further consideration. Sufficient information must be provided to allow the evaluation panel to score applicants submission against the above criteria.
The attention of interested service providers is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 September 2023 interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Consultants shall not be hired for any assignment that would conflict with their prior or current obligations to other clients, or that may place them in a position of being unable to carry out the assignment in the best interests of the Borrower. Service providers may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a EOI Knowledge Resources in the biodiversity economy nodes sub-consultancy.
In the case of a Joint Venture (JV), all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. capabilities and experiences will be considered for qualifications/suitability assessment while in the case of Sub-Consultancy association, the sub-consultant s capabilities and experiences will not be taken into considerations for the assessment of the EoI. A service provider will be selected in accordance with the Qualifications Based Selection (CQS) method set out in the World Bank Procurement Regulations.
