Government of the Republic of South Sudan Ministry of Finance and Economic Planning Local Governance Service Delivery Program Request for Expression of Interest (REOI) COUNTRY: Republic of South Sudan NAME OF PROJECT: Local Governance Service Delivery Program CONSULTING SERVICES: Consultant to Develop Communication Strategy DUTY STATION: Juba, South Sudan Credit No: Q 842 – 0- RSS Project IDNo. P127079 Ref No: MoFEP/LGSD/PMU/CS/4 1. The Government of the Republic of South Sudan (GoRSS) through the Ministry of Finance and Economic Planning (MoFEP) and the Local Government Board (LGB) has received a grant for Project Preparation Advance towards preparation and implementation of the Local Governance and Service Delivery (LGSD) Project.

The LGSD Project will be financed by the World Bank, International Development Association as well as a number of bilateral donors including Denmark, Netherlands, Norway and Sweden. The MoFEP intends to apply part of the proceeds for the payment for the services of a Communications Specialist. 2.

The Project objective is to improve local governance and service delivery in participating counties in South Sudan and it will comprise of four components: (i) blockgrants to counties for Payam Development; (ii) community engagement; (iii) institutional strengthening; and (iv) implementation support. 3. Responsibilities: The Consultant shall work in the Project Management Unit and s/he will have the key responsibility of developing a Communication Strategy that sets out how information aboutproject objectives, activities, methodologies, and norms, including those related to Grievance Redress Mechanism are communicated to all relevant stakeholders and all the specific tasks detailed in the Terms of Reference (TOR) that will be provided upon submission of application (in person or by E-mail).

  • Duration: Level of effort/inputs from the Consultant The consultant will be expected to work for approximately 60 person days with possibility of extension depending on the results of the consultancy. 5.

Selection Criteria:The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and skills shall include: A Bachelors Degree or equivalent in mass communication or a relevant field; fluency in English; at least 7 years of experience in development of communications; demonstrated experience in designing communications strategiesfor development projects; and work experience in South Sudan and/or a similar developing fragile country will have an added advantage.

  • The Ministry of Finance and Economic Planning now invites eligible Individual Consultants to indicate their interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to performthe Services and furnish the Curriculum Vitae (CV) in the prescribed form that will be provided with the TOR upon submission of application (in person or by e-mail).
  • The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's Policy on conflict of interest. 8.

A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 - Selection of Individual Consultant. 9. Interested Consultants may obtain further information at theaddress given below from 9:00 to 16:00 Hrs on working days (Monday through Friday.) 10.

Deadline for submission: The Expression of interest (EOI)and the CV completed in the prescribed form must be delivered to the address below by 28th June, 2013 at 16:00Hours (East African Time) 11.
