1.This invitation for expression of interest (pre-qualification) follows the General Procurement Notice (GPN) dated 23/02/2026.
2.The MINISTRY OF LIVESTOCK AND FISHERIES - TASFAM has received a Credit from the World Bank toward the cost of Consultancy services to develop the Marine Sport Fishing Management Plan., and it intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Consultancy services to develop the Marine Sport Fishing Management Plan..
3.The MINISTRY OF LIVESTOCK AND FISHERIES - TASFAM now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services for a period of 150.
4.Interested all eligible tenderers must provide information indicating that they are qualified
to perform the services by submitting a consultant’s profile, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. The specific shortlisting criteria are indicated in the section of qualification and evaluation criteria.
5.Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
6.The Consultant will be selected in accordance with the Least Cost Selection method set out in the Consultant Guidelines.
7.The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers of Fourth Edition, November 2020 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

9.Expressions of Interest (EoI) must be delivered through NeST before the deadline indicated on NeST.

Description of Services
Marine sport fishing represents a significant opportunity for sustainable tourism, economic development, and marine conservation in Tanzania. In 2023, marine tourism, including sport fishing, contributed an estimated USD 50 million annually to the economy, supporting over 5,000 direct and indirect jobs, particularly in coastal areas like Dar es Salaam, Zanzibar, and Tanga. However, the sector faces challenges due to the absence of a comprehensive management framework, leading to overfishing risks, unregulated fishing practices, and conflicts among stakeholders such as artisanal fishers, tourism operators, and conservation authorities. These issues threaten key species like tuna, marlin, and trevally, as well as sensitive marine ecosystems, including coral reefs and seagrass beds. The development of a Marine Sport Fishery Management Plan is critical to ensuring sustainable resource use, establishing enforceable governance mechanisms, and promoting inclusive development that balances ecological integrity with economic and social benefits.
Scope of Activity
1.Scope of Work
The Consultant shall undertake the following tasks to develop a comprehensive and implementable Marine Sport Fishery Management Plan:
1.1.Project Mobilization and Inception
·Conduct initial consultations with the contracting authority and key stakeholders.
·Develop an Inception Report detailing methodology, stakeholder mapping, timelines, and risk mitigation strategies.
·Establish communication protocols and validation milestones.
1.2.Legal and Policy Review
·Analyze existing national laws, regulations, and international commitments relevant to marine sport fisheries.
·Provide recommendations for policy reform or enhancement.
1.3.Baseline Assessment
·Collect and analyze data on current sport fishing activities, including:
oTarget species and seasonal patterns
oFishing pressure and gear types
oSocio-economic contributions (e.g., tourism revenue, employment)
oEcological impacts and conservation status
·Map existing infrastructure, access points, and hotspots.
1.4.Stakeholder Engagement
·Design and implement a participatory engagement strategy.
·Conduct focus group discussions, key informant interviews, and validation workshops with:
oSport fishers and tour operators
oCoastal communities and BMUs
oLocal government authorities and regulators
oWomen, youth, and marginalized groups
1.5.Drafting the Marine Sport Fishery Management Plan
·Develop a draft plan that includes:
oLicensing and permitting frameworks
oCatch limits and species protection measures
oEnforcement mechanisms and penalties
oIntegration with tourism and conservation initiatives
·Ensure alignment with climate resilience and Blue Economy goals.
1.6.Final Management Plan and Implementation Roadmap
·Refine the draft plan based on stakeholder feedback.
·Develop a phased implementation roadmap with:
oKey performance indicators (KPIs)
oBudget estimates
oInstitutional roles and responsibilities
oTimeline and sequencing
1.7.Monitoring and Evaluation Framework
·Design a results-based framework with:
oIndicators for ecological, economic, and social outcomes
oData collection tools and reporting templates
oAdaptive management protocol.
