Assignment Title: Recruitment of Individual Consultant to Carry out a Social and Environmental Risk Assessment

Background:
The Gambia FMDP is a US$35 million International Development Association (IDA) Grant, which was approved the Board of Executive Directors on June 4, 2020, became effective on July 28, 2020. The Project Development Objective (PDO) seeks “to increase fiscal space and improve the effectiveness of public resources management.” To achieve this objective, the project is organized around three components, including: (i) strengthening revenue collection and public procurement processes; (ii) supporting fiscal management of State-owned Enterprises (SOEs) and restructuring plans of telecoms’ SOEs; and (iii) project implementation support and reform coordination. A Stakeholder Engagement Plan (SEP) has been adopted and disclosed. The project’s Grievance Mechanism (GRM) has been prepared and covers all aspects of the project. An important next step is to review and further strengthen the GRM. The Government of The Gambia and World Bank are preparing the PAMP, which will be supported by an IDA Investment Project Financing (IPF) grant and executed over five years. The Project Development Objective is “to improve fiscal and HR management capacity for improved service delivery.” To achieve this objective, the project is organized around three components, including: (i) tax administration; (ii) human resource management; and (iii) transparency and citizen engagement in service delivery. A Stakeholder Engagement Plan (SEP) and Environmental and Social Commitment Plan (ESCP) need to be developed for the project.
Objectives
The objective of this assignment is to support the Government to strenghen the existing FMDP Grievance Redress Mechanism.
Scope of Services
Related to the FMDP, the consultant’s overall responsibility will be to provide technical assistance and capacity building support for the following: (i) appoint one person responsible for managing and analyzing complaints and maintaining a database of complaints and the resolutions, (ii) establish a toll free dedicated phone line, email address, and /or suggestions/complaints box; (iii) test pilot these mechanisms; (iv) communicate the availability of the GRM and when the complainant can expect a response; and (iv) set up a database for the complaints.
Qualifications, Experience, and Competencies
- At least a Bachelor of Arts degree, preferably Master of Arts degree in social sciences for the social consultant (such as political science or policy, sociology, anthropology, gender studies, social assessment studies, or related fields / with experience in areas relevant to social risk management such as land acquisition or resettlement, vulnerable groups and individuals, gender inclusion, livelihoods, stakeholder engagement and civic engagement, social impact analysis, assessment of social risks, etc.).
- At least a Bachelor of Arts degree, preferably a Master of Science degree in environmental and social science (or related field such as Natural Resources Management, social and environmental impact assessments, etc.)
- At least 7 years experience in the preparing environmental and social impact/risk assessment and management documents, demonstrated experience with the World Bank’s Environmental and Social Framework.
- Good knowledge of the relevant regulations/directives and operations of multilateral development organizations and executing agencies.
- Demonstrated experience and knowledge of the World Bank operational and procedural requirements for environmental and social assessments.
- Proven familiarity with projects with complex E&S risk management issues.
- Knowledge of at least one local language and a background in inclusive consultations.
- Experience integrating grievance management processes to address Sexual Exploitation and Abuse and Sexual Harassment (SEA/SH). Submission Requirements:
The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Fiscal Management Development Project, now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July dated July 2016 and revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant (IC) selection method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00.
