The Government of the Federal Democratic Republic of Ethiopia has received a grant from the International Development Association (IDA) toward the cost of the Ethiopia Rural Connectivity for Food Security Program (RCFSP) and intends to apply part of the proceeds of this grant to payments for consulting services for a Digital Media Specialist.
The Ministry of Urban and Infrastructure (MUI), through the RCFSP Program Coordination Office, intends to recruit a qualified Individual Consultant (Digital Media Specialist) to support the Project Implementation Unit (PIU) in strengthening digital communication, information disclosure, and public engagement activities of the program.
The Digital Media Specialist will support the PIU and the Ministry in implementing digital communication and visibility activities that ensure timely, accurate, and accessible dissemination of project information, achievements, and development results to stakeholders, including beneficiaries, government institutions, development partners, media, and the general public.
The consultant will be responsible for preparing and implementing a digital communication and visibility strategy, managing project digital platforms, developing communication materials, supporting citizen engagement initiatives, and ensuring compliance with World Bank communication, visibility, and disclosure requirements.
The duration of the assignment will be twelve (12) months, renewable subject to satisfactory performance and project needs.
The Ministry of Urban and Infrastructure now invites eligible Individual Consultants to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The shortlisting criteria include the following:
Education
- Bachelor’s degree in Communications, Journalism, Digital Media, Marketing, Development Studies, or a related field.
- A Master’s degree in a relevant field will be considered an added advantage.
Adequacy for the assignment:
- Minimum of 5 years of professional experience in digital communications, preferably within World Bank–financed or other multilateral development bank (MDB) projects.
- Demonstrated experience in World Bank visibility, public disclosure, or stakeholder engagement activities is highly desirable.
- Experience working with government institutions or Project Implementation Units (PIUs) will be considered an asset.
Technical Skills
- Proficiency in content management systems and social media management tools.
- Strong skills in graphic design and multimedia production (Adobe Creative Suite, Canva, video editing software).
- Good understanding of SEO, digital analytics, and performance reporting.
- Excellent written and verbal communication skills in Amharic and English.

- Results-Based Communication: Ability to communicate outputs, outcomes, and impacts aligned with the project’s Results Framework.
- World Bank Compliance Awareness: Knowledge of World Bank policies on visibility, disclosure, citizen engagement, and ESF-related communication.
- Stakeholder Coordination: Strong interpersonal skills and ability to work with government counterparts, consultants, communities, and World Bank staff.
- Professional Integrity and Accountability: Ability to deliver high-quality outputs within agreed timelines in a PIU environment.
The selection of the Individual Consultant will be carried out in accordance with the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services (Fifth Edition, September 2023).
