Background
The Gambia Public Procurement Authority (GPPA) is the government regulatory body charged with the regulatory functions of the national public procurement system and has the responsibility of developing the country’s e-procurement system. Its Director General is appointed by the President of the Republic. The new Public Procurement Bill is currently being reviewed after being passed at the National Assembly and includes provisions for the development of an e-procurement system by the Gambia Public Procurement Authority to create an effective and secure e-procurement system, create standard bidding documents for public procurement and other activities aimed to gradually put the current country procurement system in line with the requirements of best practices in e-procurement. The e-procurement system will be helpufull to the public contracting authorities, to purchase goods and services faster and efficiently. Overall, an e-procurement system is expected to increase the transparency, efficiency and effectiveness of public procurement.
The project will support activities aimed at increasing transparency of the public procurement and minimization of corruption risks in procurement, which forms part of the priority objectives of National Development Plan of The Gambia, geared towards helping the country fight against corruption and strengthening accountability mechanisms. It will also support better monitoring of public spending and open contracting activities aimed at strengthening the PFM system of The Gambia.
Scope of Services:
The Gambia Public Procurement Authority is recruiting a consultant with e-Procurement expertise and strong knowledge of business analysis. The Consultant will review the strategy for development of Public Procurement in The Gambia for the period 2019 – 2024 and the most recent E-GP Readiness Assessment Report conducted for the Gambia to operationalize the recommendations made in the assessment report. The Consultant will prepare technical specifications and the qualifications requirements for a procurement portal and an e-GP system, including all relevant bidding documents. As part of the consultancy, guidelines and public procurement performance indicators will be established with baselines that will be used to monitor the performance of the public procurement system. At the very least, the functionalities of the proposed E-GP system should address the following:
- opportunities for participation of foreign suppliers, small business
- prevent fraud and corruption.
- cover full procurement cycles.
- interoperability and technical integration with other e-GOV platforms of Gambia, especially the Public Finance Management Information System, banking system, payments system
- be open to integrate new and up-to-date ICT technologies and e-commerce tools
- shall include all stages of procurement cycle Qualification and Experience of Consultant
- At least 7 years of experience in electronic procurement and procurement performance indicators and 4 years in administrative technical advising or supervising functions of procurement, especially in the public sector.
- Experience in designing and implementing e-government applications in general and e-procurement applications.
- Master’s degree or higher in related areas such as IT, public administration, business administration, information technology, engineering science, or equivalent.
- Region relevant experience.
- Profound knowledge in the implementation of e procurement systems.
- Profound knowledge of e-procurement adoption at international level.
- Profound knowledge of public procurement performance indicators adoption and usage.
- Fluent written and oral communication in English. Submission of Expressions of Interest:
The Gambia Fiscal Management Development Project now invites eligible individual consultants to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July dated July 2016 and revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants (IC) selection method set out in the Consultant Guidelines. Further information can be obtained at the address below during office hours from 09:00 to 16:00 Monday to Thursday and 09:00 to 12h30 on Friday.
