REQUEST FOR EXPRESSIONS OF INTEREST (REoI) (CONSULTING SERVICES –CONSULTING FIRM) Country: Kingdom of Lesotho Project: Public Sector Foundations for Services Delivery Project (P174171) Loan No. : 74920 -LS Assignment Title: Consulting service for Public Sector Asset Management Count, Tagging and Valuation. Activity Reference No.: LS-MOFDP-499178-CS-QCBS The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received credit financing (Loan No.: 74920-LS) from the World Bank towards the cost of the Public Sector Foundations for Service Delivery and intends to apply part of the proceeds for Consulting services for Public Sector Asset Management Count, Tagging and Valuation. (“the Services of the consulting firm will be required to complete the assignment in twenty-four (24) months and the consulting firm should ensure full consistency with Terms of reference.
The expected commencement date 01 December 2025. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://www.gov.ls/tenders-2/. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 1. Relevance: Relevance and suitability of core business area of the consulting firm with the subject assignment 2.
Proven Track Record: Successful completion of at least two (2) similar assignments within the past 5 years involving public sector asset management aligned with IPSAS standards. 3. Technical Competence: Demonstrated capacity to apply modern asset tagging technologies (e.g.
Barcoding, QR coding, GIS) and valuation methodologies in line with international standards. 4. Firm’s Composition: The firm must have experts that include Project Manager, Valuation Specialist, Technical Lead, and Field Supervisor.
- Capacity Building Experience: The firm must have demonstrated experience in delivering hands-on training and capacity building to government staff or institutional teams in asset management practices. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with Open Competitive Selection of Quality and Cost Based Selection method as set out in the Procurement Regulations.
