Project IDs’: P171059 Grant No.: IDA-D7690 Procurement Title: Consulting Services by a Non-Governmental Organisation (NGO) to monitor the payment of compensation in a transparent and inclusive manner to Project Affected Persons (PAPS).
Reference No: SL-EDSA-537239-CS-CQS Commencement Date of Advertisement: 23rd March 2026. Closing Date for Expression of Interest: 10th April 2026. The Government of Sierra Leone has received financing from the World Bank towards the cost of the Enhancing Sierra Leone Energy Access Project and now intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include “monitoring/observing and reporting on the processes and procedures, with focus on the payment of compensation to PAPs and affected communities under the Enhancing Energy Access (ESLEAP) Project”. The estimated level of effort (professional staff-months) for this assignment is Two (2) man months. Implementation is expected to commence on the 15th of May 2026 and ends on the 31st July 2026.
The objective of this assignment is to observe and monitor the verification and payment of compensation processes and procedures in a transparent and inclusive approach to project-affected persons under the Enhancing Sierra Leone Energy Access Project (ESLEAP). The Electricity Distribution and Supply Authority (EDSA) now invite eligible Consulting Non-Governmental Organisations (NGO’s), (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information, demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Relevance of Core Business, Relevant experience as a firm, Technical and Managerial Capability of the firm, and the qualification and experience of the Key Expert.
The attention of interested NGO’s is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the specific information on conflict of interest related to this assignment as per paragraph 3.17 of the Procurement Regulations. A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) Method set out in World Bank Procurement Regulations 2025 (September).
