The Government of the Republic of Malawi has received financing from the International Development Association (IDA) of the World Bank toward the cost of the Food Systems Resilience Program (FSRP), and intends to apply part of the proceeds for consulting services.

The Ministry of Agriculture – Food Systems Resilience Program (FSRP) intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Consulting Services for Annual Environmental and Social Audit.

The detailed Terms of Reference (TORs) for the assignment can be obtained upon request at the address given below.

The Ministry of Agriculture Irrigation and Water Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Core business of the firm(s) and years in business
  • Relevant similar experience which specifically include the following below:

a) Assessing the implementing agencies’ capacities and resources to implement environmental and social management measures

b) Assessing the effectiveness of the program’s Stakeholder Engagement Plan (SEP)and Grievance Redress Mechanism (GRM)

c) Assessing the availability and implementation of Constructors’ Environmental and Social Management Plans (CESMP)

d) Assessing the implementation of Occupational, Health and Safety (OHS) and community, health and safety measures

NOTE: Information to be provided should include name of assignment, name and full contract address of the clients, contract value (equivalent to USD), and period (dates) of execution of the assignment and role played in the assignment (lead or JV Partner).

  • Technical and managerial capability of the firm ((Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CV of the staff). Key Experts will not be evaluated at the shortlisting stage.
  • Demonstration of experience of work in similar conditions in developing countries.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of JV shall independently meet the requirements of the evaluation criteria. The experience, technical and managerial capability of the sub-consultant shall not be evaluated to enhance the qualification of the lead firm or JV.

A Consultant will be selected in accordance with the Least Cost-Based Selection (LCS) method set out in the Procurement Regulations.

Expressions of interest must be delivered in a written form to the address below (in person, or by mail), by 19th December, 2025, and must clearly indicate the description of the assignment and the Reference Number shown above. Firms that will submit their EOI via email must get confirmation of the receipt of their documents.
