| SS-MWRI-398784-CS-QCBS• The Government of South Sudan (GoSS), has received a grant from the International Development Association (IDA) of the World Bank to implement the Regional Climate Resilience Program (RCRP) under phase 1. The GoSS intends to utilize part of the proceeds of this financing to recruit a Consultancy firm for capacity development and knowledge enhancement trainings for RCRP Project beneficiaries and stakeholders in the project areas. This assignment shall be structured into two phases. Phase one will cover activities prior and during construction of flood risk management infrastructure. The second phase will cover activities after the infrastructure have been put in place. The firm is expected to work on the assignment until the end of the project (2024-2028).2. The overall objective of this assignment is to create climate resilient communities that are empowered to sustainably manage climate risks. This entails mobilizing State, County, Payam and Boma authorities, and refugees and their host communities prior, during and after construction of climate risk management infrastructure to ensure effective community participation, ownership and therefore sustainability of such infrastructure.3. The Ministry of Water Resources and Irrigation (MWRI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:i. A Minimum of ten (10) years of its core business as a consulting firm in undertaking planning, capacity needs assessment and capacity development, strategy formulation and operations management, awareness raising/stakeholder engagement, human resource management, group dynamics and advocacy in developing countries.ii. Experience of at least 3 assignments completed in the last 10 years of similar in nature, scope and complexity in the following areas:a. capacity needs assessment and capacity development, and advocacy in developing countries,b. Community Management & Assessments in Water, Sanitation and other infrastructure and community related projects. The experience in these different areas may be obtained from the same assignment or from different assignments provided the Consultancy firm can demonstrate that all the areas must have been covered. An organization already working in South Sudan or with previous experience working in South Sudan will be an added advantage.iii. Qualified firms/organizations should be able to verify and demonstrate that they have extensive, at least ten years of experience in undertaking large-scale program implementation in FCS, including infrastructure and community-based development projects.iv. Be able to clearly demonstrate their familiarity with the practical demands of working in FCS, including both a solid understanding of FCS contexts as well as a well-established capacity to operate efficiently in FCS environments.v. Submit technical and managerial capability of the firm/organization (Provide a description of the firm’s/organization’s profile, including its management structure, provide the list of experts required in the ToR for the performance of this assignment with the indicated qualifications and experience [CVs will not be evaluated at this stage]).5. The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised and September 2023 [Procurement in Investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.6. Consultants may associate with other firms/organizations to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.7. A consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 and Fifth Edition September 2023.8.
