Description

This Request for Expressions of Interest follows the approval and publication of the Procurement Plan for this project that appeared on the World Bank External Website on May 12, 2023.

The Government of the Republic of South Sudan (GOSS) has received funding from the Bank (International Development Association - IDA) in the form of a Project Preparation Advance (PPA) for the Proposed South Sudan – Transport Sector Development and Regional Integration Project (SS-TSDRIP) and intends to apply part of the proceeds for the payment for the Consulting Services.

The consulting services (“the Services”) include:

  • Reviewing the existing Engineering Designs and feasibility (Economic) study reports, making necessary recommendations and updating the reports accordingly
  • Preparing engineer's separate cost estimates for a complete upgrade to the bitumen surface and related environmental and social management plans. This shall be packaged according to the recommended lots for implementation;
  • Preparing bidding documents based on the packaged estimates suitable for international competitive bidding (ICB), and
  • Preparing specific technical specifications and employer's requirements to be used in the tender documents. The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR), and the services are expected to be carried out tentatively over the duration of five (05) months.

The Ministry of Roads and Bridges now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:

General experience in a feasibility study and road infrastructure design;

  • A Minimum of 15 years of core business as a consulting firm in undertaking Planning, design/Design and construction supervision.
  • Experience of at least three (3) similar assignments in the last 10 years of similar scope, nature and value involving Planning, Preparation of Designs, Preparation of bidding document and providing support in tendering process and Construction supervision.
  • Experience in similar conditions with at least one (1) similar projects in Sub-Saharan Africa or other countries in the world at similar level of development as Sub-Saharan Africa over the last 10 years.
  • Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability (Provide only the structure of the Organization, General qualification and number of Key staff in areas of Project Management, Networks planning, Contract Management, Procurement Management, GIS Management, Information Technology / Systems Engineering, Environmental and social safeguards and social safe guard Management. (Please do not submit CVs and bio data of experts at this stage)

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The nature of the association, whether it is a joint venture or a sub-consultancy, should clearly be stated. In the case of a joint venture the firm leading the joint venture should be mentioned.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016; and revised November 2017, July 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the procedures set out in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016; and revised November 2017, July 2018 and November 2020: Section VII. Approved Selection Methods: Consulting Services - Selection based on the quality of the proposal and cost of services (QCBS).
