REPÚBLICA DA GUINÉ-BISSAU MINISTÉRIO DA ECONOMIA E FINANÇAS Secretaria de Estado do Plano e Integração Regional REQUEST FOR EXPRESSIONS OF INTEREST Nº 05/2015 Consultant (Firm) GUINEA-BISSAU: Private Sector Rehabilitation and Agribusiness Development Project (PSRADP) Consulting firm for supporting activities related to community-level production and processing of cashew nuts The World-Bank has recently approved a US$8.2 million credit to the Government of Guinea-Bissau (GoGB) intended to implement the PrivateSector Rehabilitation and Agribusiness Development project (PSRADP), to support the inclusive development of the cashew agribusiness sectorand to promote entrepreneurship in other sectors of the economy.

The PSRADP will support a pilot program implemented in asuitable cashew producing region to promote the development of community processing. The pilot operation will set up four small community-based processing units clustered around a central unit, so in aggregate, the cluster reaches a commercially viable size. These processing units will be coupled with storage space for raw cashew nuts that local farmers can use to ensure that their raw nuts do not spoil over the course of the cashew harvest season.

The PSRADP is seeking a consulting firm to provide technical support in all aspects of the implementation of the cluster-basedpilot cashew processing program, in accordance with the Guidelines for Procurement of Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers. The work will include these main tasks: A. Detailed design of pilot community processing plants B.

Site Choice C. Technical support in establishing cashew production cooperatives D. Technical advisory during rehabilitation works E. Technical support in establishing cashew processing societies F. Technical advisory in the procurement and storage of raw cashew nuts G.

Support in maximizing benefits of the value-chain The consultancy is expected to be completed over a period of 3 years since the signing of contract. The team should demonstrate the firm's experience in similar assignments including on (i) evaluation, design, and rehabilitation of community-owned cluster-based cashew processing schemes in Sub-Saharan Africa; (ii) Implementation of value chain interventions, preferably in the cashew sector; and (iii) organization of farmers. The expression of interest may include brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.
