The WorldBank has recently approved a US$8.2 million credit to the Government of Guinea-Bissau (GoGB) intended to implement the Private Sector Rehabilitation and Agribusiness Development project (PSRADP), to support the inclusive development of the viable sectors of Guinea-Bissauan economy and to promote entrepreneurship in new sectors of the economy.

The PSRADP will implement a business plan competition designed to promote entrepreneurship and youth employment that will enable economic diversification. The business plan competition activities include a business plan seminar for eligible entrepreneurs, an intensive training program and a pitching competition for high potential businesses. Winners of the business plan and pitching competition will receive in-kind grants and business incubation with mentoring for 15 months.

The PSRADP is seeking a consulting firm("Consultant") to provide technical support in all aspects of the implementation of the business plan competition and entrepreneurship support program, in accordance with the World Bank's Guidelines from January 2011 and revised in July 2014: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers ("Consultant Guidelines").

The work will include these main tasks:

A. Preparation of program design and implementation plans

B. National awareness campaign

C. Delivery of business plan seminar

D. Delivery of intensive business development class and competition

E. Business incubation and creation of Entrepreneur's Network

F. Monitoring and evaluation

The consultancy is expected to last 36 months from signing of contract.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are: (i) experience inthe design of business development programs and/or entrepreneurship training; (ii) experience in the implementation of large scale programs; and (iii) experience in managing applications to program and in awareness campaigns.

The attention of interested Consultants is drawn toparagraph 1.9 of the Consultant Guidelines, setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Consultant Guidelines.

The expression of interest may include brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.
