The Intergovernmental Authority on Development (IGAD has received financing in the amount of US$ 10 Million equivalent from the World Bank toward the cost of the Horn of Africa Groundwater for Resilience Regional Program and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes the monitoring of the procurement and financial management transactions, as well as the environmental and social framework compliance against the relevant E&S standards including physical verification of works/construction sites, beneficiaries and assets acquired under each sub-project. Considering the overall Approximate relative level of effort for each country, to achieve this objective and to deliver the mandate of the program, IGAD seeks of the services of the Third-Party Monitoring Agent (TPMA) ensuring full consistency with the TORs attached to this REOI.
The Intergovernmental Authority on Development (IGAD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- The consulting Firms/entities may submit applications in the form of a consortium with relevant areas of specialization. For consortiums, it is important for the bidding entities to specify and present the lead consulting firm and Consortium members with a short description / profile and the areas of expertise (sectors, specialization, etc.) and geographical coverage of each member of the consortium.
- Records / previous experience of carrying out activities similar to the ones detailed in this The TORs of this assignment .
- Proven track record in independent monitoring. The extent and relevance of the Consultants’ experience in providing fiduciary and operational monitoring services in fragile, conflict affected situations (FCS), is critical. As is the extent and relevance of the Consultant’s experience providing fiduciary and operational third-party monitoring services across a diverse array of projects that are geographically dispersed (social, community driven development, and infrastructure projects). It is required that qualified firms will be able to verifiably demonstrate that they have extensive minimum ten years of experience in undertaking large-scale program monitoring and quality assurance in FCS, including infrastructure and community-based development projects. Firms should also be able to draw on experience in other developing countries bringing a best practices perspective to this work.
- . The quality of the Consultant’s past performance based on client references pertaining to work that was ongoing or complete during the past (10) ten years. In addition to demonstrating its experience with large scale program monitoring, it will be important for the successful firm to attest that a previous or existing client has found its work within this area satisfying.
- . The consulting firm should be able to clearly demonstrate their familiarity with the practical demands of working in FCS, including both a solid understanding of FCS contexts as well as a well-established capacity to operate efficiently in FCS environments.
- . Ability to mobilize rapidly a project team with appropriate qualifications (No need to provide CVs). Key Experts will not be evaluated at the shortlisting stage. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the specific information on conflict of interest related to this assignment: as per paragraph 3.17 of the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
