REQUEST FOR EXPRESSIONS OF INTEREST (REOI) [FIRMS SELECTION] COUNTRY: REPUBLIC OF ZAMBIA IMPLEMENTING AGENCY: ZAMBIA STATISTICS AGENCY (ZAMSTATS) NAME OF PROJECT: SADC REGIONAL STATISTICS CAPACITY PROJECT PROJECT ID NO: P73360 ASSIGNMENT TITLE: CONSULTING SERVICES FOR ZAMSTATS ORGANISATION REVIEW AND DESIGN REFERENCE NO.: ZM-ZAMSTATS-537211-CS-LCS 1. Background The Government of the Republic of Zambia has received financing from the World Bank toward the cost of the SADC Regional Statistics Project, and intends to apply part of the proceeds for consulting services.

The Zambia Statistics Agency (ZamStats), which was established under the Statistics Act No. 13 of 2018, is undertaking an institutional transformation to modernize its operations and strengthen its human resource framework in line with its mandate as an autonomous national statistical agency. As part of this transformation, ZamStats intends to engage a consulting firm to undertake a comprehensive organisation review and design, including job analysis, job evaluation, grading, Institutional Strengthing and alignment staff positions, reporting structures and of salary structures.

• Objective of the Assignment The main objective of the consultancy is to: - Review ZamStats’ current organisational structure, staffing, and pay alignment - Identify structural gaps and inefficiencies - Develop a revised organisation structure - Conduct job analysis and develop job descriptions - Develop a job evaluation and grading framework - Propose a salary structure aligned to grading - Develop an implementation roadmap and support change management 3. Scope of Consultancy Services The consulting firm will: - Review organisational structure - Conduct job analysis and update job descriptions - Develop grading and salary structure - Facilitate stakeholder engagement - Develop change management plan - Provide capacity building Duration: Three (3) months.

• Shortlisting Criteria Interested consulting firms should demonstrate: - At least 7 years experience in organisation design, HR, or job evaluation - Experience in public sector or parastatals - Knowledge of Zambia’s labour laws and compensation systems - Experience in job evaluation and grading - Capacity to provide a multi-disciplinary team, including HR specialists, organizational design experts, and data/analytics support. - Experience in stakeholder engagement The attention of interested Consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulations Issued February 2025 (Sixth Edition), setting forth the World Bank’s policy on conflict of interest.

In addition, please refer to the conflict-of-interest provisions as provided in paragraph 3;13 to 3.16 of the above indicated procurement Regulations. Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. Firms should feel free to determine the numbers of firms that form the Joint Ventures or with whom they can enter into sub consultancies to enhance their capacity.

A Consultant will be selected in accordance with the Least Cost selection method set out in the Procurement Regulations.
