REPUBLIC OF MOZAMBIQUE MINISTRY OF FINANCE National Directorate of Treasury and Financial Cooperation ECONOMIC LINKAGES FOR DIVERSIFICATION PROJECT Project Implementation Unit REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) ORGANIZATION AND PARTICIPATION IN MICE TRAINING, EVENTS AND TRADE SHOW Country: Mozambique Grant No: IDA D810-MZ Assignment Title: Organization and participation in MICE Training, Events and Trade Show Reference No: MZ-MEF-DNT-526278-CS-CQS. 1. The Government of Mozambique (GoM), through the Ministry of Finance (MEF) has received financing from the World Bank towards the cost of the Mozambique Economic Linkages for Diversification Project (CONECTA NEGOCIOS) and intends to apply part of the proceeds for consulting services.
The beneficiary Agency is INATUR. 2. The Consulting Services (“the Services”) include: • To facilitate specialized international services for MICE Training programs in accordance with the Mozambique MICE Strategy and implementation Plan 2024-2025. • To Organize and Manage the participation of MCB in Events and Familiarization Trips for International MICE Buyers.
The detailed Terms of Reference (TOR) for the assignment can be provided on request to the following e-mail: procurement.pled@gmail.com. 3. The Ministry of Finance (MF) now invites eligible Consultants to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions and implementation of projects in accordance with environmental and social safeguard’s framework, etc.). The shortlisting criteria are: • At least 10 years of experience in business events consulting • Conducted at least 3 business events fam trips for MICE destinations • Consulted for convention bureaus preferably in Southern Africa and Rwanda as models as well as have European experience with reference letters • Experience in organizing training programs for key MICE industry players such PCO and Bureau staff with a good understanding of international MICE association seminar programs • Provided sales representation services for destinations and MICE suppliers. • Experience participating in and managing programs at international MICE trade fairs and be able to assist MCB to maximize results at all trade fairs.
Key Experts will not be evaluated at the shortlisting stage. 4. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 5.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) set out in the World Bank Procurement Regulations. 6. The Economic Linkages for Diversification Project promotes a working environment where equal rights and respect for the dignity of women and men prevail.
Sexual Exploitation Abuse and Harassment (SEAH) against project beneficiaries, communities and employees is not tolerated. Applicants for this consultancy are expected to comply with the World Bank's principles, regulations and measures governing the prevention and mitigation of Gender-Based Violence and Exploitative Sexual Abuse and Harassment. 7.
